The arrival of knowledge network economy era marks that subjective initiative of fire has a greater possibility,human resource has become the most important resource of enterprise.As long as solving the problem of human resource management,all the problems can be solved by the initiative.This paper puts forward the corresponding optimization research on human resource management of Jinghai market and Quality Supervision Bureau,actively explores the rational evaluation and effective incentives of public sector human resources,so as to meet the strategic development.Firstly,this paper analyzes present situation and problems of human resource management in Jinghai market,Tianjin city and Quality Supervision Bureau on the basis of relevant theory.This paper analyzes the composition of human resources,static structure analysis is the result of human resource management,dynamic process is the process based on human resource management,is the way of formulating human resources.The paper presents the problem of human resource management in Jinghai market,Tianjin city and Quality Supervision Bureau,including personnel post structure imbalance,the effect of incentive mechanism is not obvious,training mechanism is not perfect,the lack of career planning etc.Secondly,the paper designs optimization strategy of human resource management in Jinghai market,Tianjin city and Quality Supervision Bureau.First of all,the paper puts forward the basic ideas and principles of optimization strategy,and focuses on the design of human resource management optimization program,including that framework design of human resource management in public sector,which takes talent management as the core,employee resource allocation optimization structure,the design of performance appraisal program,encouraging mechanism design,construction of dual training system and employee career planning and design etc.Finally,the paper presents the implementation and guarantee measures of human resource management optimization strategy in Jinghai market,Tianjin city and Quality Supervision Bureau.Implementation planning of human resource management optimization strategy,including retirement dismissal system,external personnel replenishment program and the internal flow of personnel rotation system.Secondly,the paper puts forward the safeguard measures of human resource management optimization strategy,strengthening the construction of human resource management system;building human resources development and management mechanism for specialized staff;and strengthening the integration of human resource management functions;implementing intensive management;strengthening tracking control.
