| Chinese rural enterprises is a product in the changing process from traditional agriculture to modern agriculture. It has become the main power on pushing forward agricultural industrialization, rural modernization and the developing of the rural economy. As an important factor in promoting the development of rural enterprises, system of government innovation plays an irreplaceable role. So it is very important to analyze government innovation through the study of the development of rural enterprises.This paper gives a deep research on the important stages in its development by retrospecting the developing process of Chinese rural enterprises. What's more, it analyzes the government innovative mechanisms through the development process of the review combined with issues related to the development of rural enterprises on the literature. On the basis of the analysis, it gives the concept of "system of government innovation model" and gives relevant constructive comments and suggestions. The proposed system of government innovation models in this paper, include the environment, induced regime change, the mandatory system changes, system innovation, and other important factors. The model reflects that the induced changes and the mandatory changes are developing one after the other in the innovation environment and when it was in practical application, the two systems will combine with each other, the induced changes needs the mandatory system changes to complete the task of late, the mandatory system needs induced changes to a system of early exploration, the two systems will thus form a system of system innovation. The mutual impact of accumulated experience forms a system of government innovation and system innovation laid a solid foundation for new and innovative environment.This paper means to presents innovative model of the system and gives related proposals to help the theoretical study on China's innovation system of government and offers help to its practical application. |
