Purpose:To understand the current state of manpower resources in our State Food and Drug Administration,including quantity,structure and distribution of manpower resources,training condition etc.,reveal the outstanding problems present in manpower resources management and make suggestions and countermeasures for reference of the government to make policies concerning manpower resources in the State Food and Drug Administration.Method:This study adopts descriptive research method and correlation analysis method.The current state of manpower resources,especially quantity,structure and distribution was studied and data retrieved were analyzed with SPSS 13.0 statistic package on personal computer.Result:There are 63633 workers totally in the State Food and Drug Administration in which 44234 workers are in the administrative institution (accounting for 69.5 percent) and 19399 workers are in the enterprose(accounting for 30.5 percent) at the end of 2006.1) At present,there are 4.86 State Food and Drug Administration workers per 100 thousand people in our country.This quantity is equall to the FDA in the United States.The manpower resources can meet the demands in quantity basically.The quantity of manpower resources per 100 thousand people in east region is the same to the middle region and the west region.The quantity of manpower resources in every province is correlated with the GDP,population and public finance income.In the administrative institution,male-female ratio is 1:0.44.In the enterprose, male-female ratio is 1:1.01.The workers in the local level administrative institution and enterprose are younger.The educational background of the workers' in the administrative institution is imbalance in the province level,city level and county level.Compare to the province level administrative institution and the city level administrative institution,the educational background of the workers' in the county level administrative institution is lower.The workers' that have university educational background is sixty percent.The workers that have high educational badkground in the city level enterprose and county level enterprose are fewer.The distribution of the workers' profession in the administrative institution is widespread.The workers' profession is mainly pharmaceutical science and medical science in the enterprose.It can account for 55.68 percent.The workers that have undergraduate or post-graduate educational background are more in east region than in middle region and west region.The professional title of the workers in the enterprose has no difference in east region,middle region and west region.Conclusion:The quantity of manpower resources in State Food and Drug Administration is not the main contradiction.The structure should be adjusted and the quanlity of the manpower resources should be promoted.The manpower resources allocation should concern two aspects.The first one is in the county level administrative institution.While being the county level administrative institution,the task is the most concrete and basic.The most weak link is that the allocation of the manpower resources of the State Food and Drug Administration in the county level administrative institution.The second aspect is the phenomenon that the manpower resources are older and their educational background is lower in the middle region and west region is extremely obvious.The allocation of the manpower resources in the middle and west region should be strengthened, especially the manpower resources in Food and Drug Administration in the west region.Moreover,the allocation of the manpower resources in the enterprose should be according to its demand.Although the educational background level can not prove the ability of the actual supervise and management,the workers' educational background should be undergraduate course educational background and above.It should be strengthened that the workers' profession ability,work responsibility and political the cultivated manners.The main measure need to be adopted to raise the workers' level should be strengthen training,system constructing and checking evaluation ccurrently.Besides allocating high level manpower resources,strenghthen training and education should be the main mensure in the drug control institution and medical equipment inspective institution.
