Equipment resources are important parts of food and drug administration resources allocation. Powerful enforcement equipment guarantee and inspection technique support is a base of promoting regulation capability, guaranteeing regulation's availability and justness, and protecting public safety of food and using medicine and medical device. With development of our societies, there are more contradictions between public safety requirement of food and medicine and responsibility vacancy causing by lack of equipment resources. All kinds of food and drug safety accidents frequently happen, causing people's health and life safety under huge hazards. The food and drug administration is facing unprecedented significant tests.Basing on experience gained from literature review of food and drug administration and related aspects, combining quantitative analysis with qualitative analysis, this study aimed at clarifying current state and revealing outstanding problems of equipment resources allocation and regulation ability of the food and drug administration, then put forward suggestions and countermeasures for reference of the government to make policies concerning equipment resources in the State Food and Drug Administration.The major findings of the study are as follows:(1) standard-reaching rates of enforcement equipment at all levels administrations were respectively 36%, 21% and 3.6%; standard-reaching rates of drug inspection equipment at provincial and municipal level were respectively 5% and 0; standard-reaching rates of medical device inspection equipment at state and provincial level were 4.5% and 1.8%. The allocation status of office equipment was better than inspection enforcement equipment. (2)Working life of enforcement equipment concentrated 3-5 years, accounting for 42.5%; working life of drug inspection equipment concentrated 5 years above, accounting for 46.9%. Normal operational rate of inspection equipment was above 96%. (3)At provincial and municipal level administration, less proportion of personnel possessed more proportion of equipment resources. There were 63.3% personnel of the state in county level possessing 51% equipment resources. Equipment resources and personnel resources of drug inspection and medical device inspection basically kept the same proportion. (4)There were different extent gaps according to standard-reaching rates of equipment resources among east, middle and west region. The standard-reaching rate in east region was higher, which meant its equipment allocation status was better than other regions. (5)In region which had a better economic development level, the food and drug administration possessed a higher financial revenue level and proportion. However, financial expenditure level and proportion of equipment resources was widely low and with no guaranteed. There were also different extent gaps according to standard-reaching rates of equipment resources among regions. In region which had a better economic development level, the food and drug administration possessed higher standard-reaching rates, which meant its equipment allocation status was better than other regions. (6)In order to meet the standard, it still required¥45.2 million,¥401.75 million,¥2.67 billion to administrative institution at all levels;¥329.2 million,¥648.15 million to drug inspection enterprise at provincial and municipal level;¥45.1 million and¥84.96 million to medical device inspection enterprise at state and provincial level. There existed huge financing gaps.Conclusion: (1)Equipment resources were deficient, falling much short of the standard. There were some gaps of equipment resources among different levels and regions. Equipment resources was still the key point of resources construction. (2)The structure between office equipment and inspection enforcement equipment was imbalanced. And inspection enforcement equipment was more important than office equipment in terms of performing functions and achieving enforcement target effectively. (3)The distribution and allocation of manpower resources could be important reference indicators to equipment resources, according to which it can be optimal operated. (4)There were still 650 counties with no food and drug administration setting, leaving equipment resources invalid. (5)Government had function absence in equipment resources allocation, and the standard had a bad maneuverability. (6) Government financial revenue was deficient, there existed huge financing gaps of equipment resources construction. (7)At present, there were still some management mechanism questions of equipment resources to be improved.Suggestion: (1)Strengthen research on equipment resources of food and drug administration; (2)Strengthen ability construction of supervision, enforcement and technique support, adjust structure of equipment resources; (3)Enhance government function, and develop maneuverability of equipment resources standard; (4) Strengthen government revenue and support, realizing distributing construction target of function accessibility. (5)Improve the management and maintenance system of equipment resources.
