Multi-Agent Supplies: The Construction Of The Public Service Municipal Utilities

Municipal public utilities are important infrastructures and the main carrier of urban economy and social development. They are directly related to public benefits and urban residents' living quality. Along with the development of socialism economic market,the irregularity of traditional supply mode of the municipal public rears increasingly,which causes the lacking of business enterprise vitality,the low efficiency and the heavy burden of public finance as well. In such circumstance, it is urgent to carry on reform to the supply system of municipal public utilities.Started from the early-1990s,some local governments carried on the first step to reform the marketization of municipal public utilities. From 2002,along with national related policies and regulations releasing,the whole country raised the big tide of the reform. Although the marketization reform has overcome traditional supplies system's some malpractices,it leads to some new questions: the way used by the government to fling the cloth wrapper. The goal of reform is deviated and the public interest is neglected. Government is unclear to its responsibility after marketization reform. The related legal and regime is not perfect. The regulation system has not been built up. The public responsibility flaws. The phenomenon which government breaks a promise exists massively. The municipal public enterprise pursues the benefit,neglecting universal service. Other main bodies' right to participate to marketization cannot be guaranteed. These exising questions had already seriously hindered the further reform of marketization. An important reason to cause these problems is that the main body of municipal public utilities is unclear. What the main body supplies is unclear too. In order to promote the marketization reform of municipal public utilities,we must establish a public service oriented supply system.This text makes use of basic theories and knowledge in administration, management science,politics,economics and so on. It sets in the reform of the marketization of municipal public utilities and focus on multi agent supplies system,which is guided by public servies of public utilities. It analyzes the inevitability and the feasibility of the government,the private sector,the third department to become main supply bodies of the municipal public utilities and defines the respective supply scope of three big supply main bodies. It points out that this system must depend upon the interaction among three big main bodies and the public.The paper is divided into four chapters. At first, the author defines the basic concepts of municipal public utilities. He points out the essential feature of municipal public utilities,and introduces our country's traditional supply system of municipal public utilities and points out its flaw. The second chapter defines the basic concepts of marketization reform of municipal public utilities, summarizes our country's marketization reform and points out its problems. The reform of the supply system of municipal public utilities is necessary. It draws out the question of multi agent supplies system. The third chapter,the author analyzes the inevitability and the feasibility of the government,the private sector and the third department to become main supply bodies of the municipal public utilities,and this system must be guided by public interest. Based on above,the fourth chapter has divides the respective supply scope of three main supply bodies,and points out that three main supply bodies are not isolated. They must interact with each ather,and with the public. The model of multi agent supplies system of municipal public utilities is advanced.
