A Study On The Marketization Of Municipal Public Utilities In Liaocheng Economic Development Zone

With the acceleration of urbanization in China,the urban population has grown sharply,problems of the lag of the development of municipal public utilities and the lack of regulatory are more obvious.Although the government has increased the investment in municipal public utilities, still it couldn’t keep up with the growth of economic and population.The government fiscal investment can’t make up for the funding gap and municipal public utilities have become the bottleneck of urban economic development.Government is not divided from enterprise under the tradi-tional system,and the enterprises have no autonomy.Government serves as policy-maker,executor and regulator,forming a typical administrative monopoly.Also this makes heavy financial burden and low efficiency. Enterprises have no pressure from external competition,and they don’t have to worry about losing market.There is no need for controlling cost or enhancing the efficiency.Which obviously can’t meet people’s di-versified needs.The market-oriented reform in municipal public utili-ties that western developed countries carried out since the 1970s and 1980s has get rid of the government’s financial difficulties and improved the efficiency of the supply of public goods.On the basis of the expe-rience,our country has taken the reform.But in small cities,the marketi-zation in municipal public utilities isn’t going as well as that in big cities.The economic development zone is a product of reform and opening,and it is also the direction of the city construction management.To improve supplement of municipal public utilities,Liaocheng Economic Development Zone innovates mechanism,opens operation,and implements market-oriented reforms since 2001.These reforms have achieved important results. Meanwhile there are also problems that restrict the improvement.This thesis researches the process of the marketization of municipal public utilities in Liaocheng Economic Development Zone,summaries effects of marketization,analyzes the existing problems.Furthermore, it guides the direction of the marketization.This thesis has 6 chapters.The first chapter is introduction,which introduces the background and the significance of the topic,the review of domestic and foreign researching,the ideas and innovations of the research.The second chapter is the theoretical analysis of market-oriented reform of municipal public utilities,which analyzes the attribute of municipal public utilities,the supply mode of public service,the main way of market-oriented reform of municipal public utilities.The third chapter is the analysis of process of the reform,elaborates the background and development of municipal public utilities in Liaocheng Economic Development Zone through afforestation,environment and solid waste treatment,infrastructure and profit-making municipal public utilities. The forth chapter analyzes achievements and problems of the reform.The fifth chapter introduces the experiences of the reform in western countries,such as in UK,in France,in Germany. On the basis of the above analysis,the last chapter is the reflection on the promotion of municipal public utilities in Liaocheng Economic Development Zone.
