A Study Of Multi-Agent Supplies In Chinese Public Utilities

As the important infrastructure in our cities, municipal public utilities are the main carrier of urban economic and social development. They are directly related to Public benefits and urban residents’living quality. With the development of the socialism market economy, the disadvantages of traditional municipal utilities supply system revealed increasingly which causes the lacking of business enterprise vitality, the low efficiency and the heavy burden of Public finance as well. In this case, it is very urgent to reform the municipal utilities supply system.Started from the early1990s, some governments carried on the first step to reform the mercerization of municipal public utilities. From2002, along with national related policies and regulations releasing, the whole country raised the big tide of the reform. Although market reform is to improve on the disadvantages of traditional supply system, it causes some new problems as well. Such as enterprises operating loss, the coexist of supply shortage and supply surplus,"Simple market phenomenon" is more common, the relationship between government and enterprises is not smooth, the defects of investment and financing system, the related system is not perfect, public risk is difficult to control and so on. The existence of these problems will seriously hinder the mercerization reform of municipal public utilities. The most important factor of these problems is that the unclearly definition of the supply body of municipal public utilities. Therefore, in order to promote the further development of the mercerization of municipal public utilities, we must establish a diversified supply system in public service oriented.This paper applies the basic theories and knowledge in management science, administrative science, economics, and political science and so on. In this text, we use the municipal public utilities mercerization reform as the background and focus on multi agent supplies system. It analyzes the feasibility of different subjects as the municipal utilities providers, points out the problems of diversified supply of municipal public utilities and puts forward some reasonable suggestions to solve these problems.The paper is divided into five chapters. In the first chapter, it not only introduces the general background and basis of the topic selecting, but also make a summary of the existing literature and points out the research ideas and methods. The second chapter mainly elaborates the evolution of the supply system of municipal public utilities and the reasons for the diversification reformation. The third chapter applies the relevant theory to analyze the dilemma of diversified supply of municipal public utilities. The fourth chapter gives some reasonable suggestions to the relevant problems. The last chapter makes a summery of the whole article.
