The 21st century is a century of development and management of human resource that has been the most active and important in the factors of production. The flourishing development of the scientific technology, social economy, politics and culture enables the competition among enterprises to be a non-smoking war competing for human resource, which becomes more and more ardent. Whoever owns the first-class talented people, it can develop more quickly and get the competition advantage. The key of surviving and developing of an enterprise is the training system, a very important part of management of human resource, which can enhance staff's quality, make them adapt quickly to the new competitive situation and therefore can improve the competitiveness of an enterprise.With the development of China postal organizational reforms , Shandong Post Company is in a company-ward changing stage and antinomy between shortage of human resource reservation and quick development of the enterprise becomes especially obvious. It has become the key of achieving competition advantage to how to develop human resource efficiently, to enhance staff's quality and to improve staff's working effects. To achieve the sustaining, healthy and quick development of Shandong Post Company, the job of training and enhancing staff's quality must be well done based on the enterprise's development. Therefore, according to the enterprise's practical condition, how to design operational staff's training system suitable to postal profession character and how to help the enterprise keep human resource advantage in the complicated market competition to achieve competition advantage have become a very important task of human resource management.The paper embarks on the practice of Shandong Post Company's staff training, guided by the modern staff training theory, by means of questionnaires, interviewing, data statistics and researching of the enterprise documents, after thoroughly investing and analyzing the actuality. The author points out the existent problems during the current training process, does a training needs analysis according to the practical situation, bases on successful experience in training and management aspect of human resource management theory, discusses and designs about how to build staff training system thoroughly and systematically, makes the objectives of staff training ,designs staff training organizational system and curriculum system, including the new employees training, management training, sales training, technical training, productive training and director training, makes staff training designs including new employees, senior manager, senior salesmen, senior bank manager and senior technical staff, makes the training implementation programs and assessing programs of training effectiveness, makes a set of closed-loop training management system. The paper also puts forward security conditions of training system from three aspects—building corresponding training rules, strengthening study-style organizational concepts and making a good training environment, striving to design the system more scientific.The staff training system in the article is practical and operational and can really guide the staff training job of Shandong Post Company. It can help the enterprise high quality the implementation of staff training, supplies a reliable security for the full improving the quality of human resource and the enterprise's competitiveness to fulfill the win-win between the enterprise and the staff. The paper can be used as references and plays a positive role in developing training program in other enterprises of its kind in China.
