Study On The Mode Of Social Endowment Insurance For Peasant Workers

Since its reform and opening up, china has more and more peasant workers, but ,because of their special identity, most of them are dissociated from both city and rural social endowment insurance system .In order to make the peasant workers enjoy fair social endowment insurance treatment in our country, it is necessary to analyze and discuss the problem of social endowment insurance for peasant workers (SEIPW)so as to re-examine the policy practice for social endowment insurance of peasant workers and to provide a reliable theoretical basis and decision-making reference for the current policy adjustments.Based on the review and comment on the literature, this dissertation reviews the history of peasant workers and the endowment insurance modes for them in different time periods. Through the summarizing of four modes of SEIPW in present, this dissertation points out the problems in the implementation of the four main modes of SEIPW. According to the class position of peasant workers, this dissertation suggests that the SEIPW is belonged to that of city workers in the future. But because of the transitional characteristics of peasant workers and our current national conditions, we should build a transitional social endowment insurance mode according to different kinds of peasant workers.The full text is divided into six chapters.The first chapter is part of the introduction to this dissertation. This chapter mainly introduces the topic, background and significance, the content and methods of this research, innovation and the significance of the research results. The second chapter is part of the literature review of this dissertation. This chapter concludes and evaluates relative research on SEIPW. Chapter three introduces the history of peasant workers and its endowment insurance mode in different economic system. Chapter four generalizes four main models of SEIPW in China, that is "urban model", "rural model", "independent model" and "dual-low model". Then, it estimates their merit and deficiency in practice. The fifth chapter gives a class position for peasant workers at first, then, it puts forward the target mode of SEIPW, at last, it analyzes the current problems that restrict the implement of this target mode. The last chapter puts forward the principles and concrete content for the transitional mode of SEIPW.Based on the social class position of peasant workers, this dissertation suggests that SEIPW is belonged to that of city workers in the future. But considering the transitional characteristics of peasant workers and our current national conditions, we should build a transitional social endowment insurance mode according to different kinds of peasant workers.
