This is not only safeguarding the rights and interests of peasant workers, but also pushing forward China's urbanization process, maintaining social stability and the development.This paper defined the concept of peasant workers and classified peasant workers groups, stated the farmers groups' contributions to society and the status of social endowment insurance as well as the main problems, took Shenzhen, Beijing, Shanghai as the representative example of the peasant workers social endowment insurance to analyze and evaluate, and pointed out that there are some system barriers to establish peasant workers social endowment insurance, such as the household registration system barriers, obstacles to employment system and the rural land system disorders. What's more, the paper analyzed the concept, the principles and the feasibility of designing peasant workers social endowment insurance system. Peasant workers is a complex and large groups, and in the case that pension insurance has not been implemented in nation wide, it is difficult for a system to cover all the peasant workers come in all. Therefore, according to the classification of peasant workers, e first category of peasant workers that has been completely absorbed by city will be admitted into the pension insurance system in the urban areas; second category seasonal, temporary peasant workers will be admitted into the rural social endowment insurance system; As to the third Class peasant workers labor relations instability, mobility, for them to build a totally accumulation of individual accounts system, employers pay peasant workers personal toll included all individual accounts. This system is the low rate of pay and easy transfer, which provide migrant workers a certain incentives. Finally this paper presented that reforming the household registration system and the promoting rural land transfer system, and other supporting reform measures to support peasant workers social endowment insurance system for the building.
