An Analysis On The Present Situiation Of Peasant-Workers' Endowment Insurance And Researches On Countermeasure

With the development of industrialization and urbanization in the two-part society of our country, the group of peasant-workers emerge consequently, as an outcome in the special historical and social condition in our country. Millions of peasant-workers have make great contributions to the improvement of our country's economics and society, but they can't take the advantages of these improvements, and what's more, they even suffer discrimination in the society and their common rights an a citizen can't be guaranteed, especially the insurance rights when they suffer from illness, hurts, industrial injury, being age, and so on, as a result of their status and their poor knowledge, skills, est.The endowment insurance in our country had been established step by step, after the establishment of the PRC. With the augmentation of the group of peasant-workers, the government has been making more and more endowment insurance policies about the peasant-workers and some special policies for the group. But in real life, whether this policy had been carried out as expected or not, is still a question which needs for further investigation, research and discussion. The topic of my paper is "A study on the current situation of peasant-workers'endowment insurance and an analysis of the concerned policies", in order to find out the current situation and problems of peasant-workers' endowment insurance in our country by doing about 400 questionnaires on this subject. Then I will analyze the results of the investigation with the help of math model, to find out the factors that make effect on peasant-workers'decision-making on endowment insurance, and give some suggestions on encouraging the peasant-workers to cover endowment insurance at last.My paper is made up of five main parts. In the first part, I reviewed the basic theories and development of endowment insurance, by the way of reading concerned books, documents and other materials both domestic and abroad, then learned the basic and current researches on the peasant-workers'endowment insurance, and found out the profits and disadvantages of researcher, so I was able to do my own specific research better and get some inspirations for my further study. At the same time, I summarized up the policies and laws on endowment insurance, especially on peasant-workers'endowment insurance, and did some comparison and analysis on these policies, to understand the current policies on this subject better. In the second part, I had designed a questionnaire according to the requirement of the investigation and research in my paper, then did investigation on peasant-workers'endowment insurance to the peasant-workers who returned their hometown, during the winter vacation, in some sample rural areas, together with my partners. When I analyzed these questionnaires, I found, in most sample area, the peasant-workers who covered endowment insurance were further less than who didn't, lots of peasant-workers didn't pay enough attention to their endowment insurance, and some prejudice even existed, at the same time, the country's policies about peasant-workers were not executed very well. In the third part, I set covering endowment insurance or not as induced variable, and chose age, education level, income, owning special ability or rot, attitude to endowment insurance, having contact or not, understanding of policy, etc as independent variables, based on the practical situation and the researches and documents in the past. Then I had analyzed these influence factors by the help of the Binary Choice Model. I had found those positive factors that promoted the peasant-workers to cover endowment insurance, such as their average income, their attitude to endowment insurance, their employees'attitude, and a formal contract, and so on. And those negatves that prevented their doing this had been identified at the same time, there were the age of the peasant-worker and their health level. In the forth part. I summarized the current typical modes being implemented in some cities in our country, and divided these modes into five kinds. At the same time, I had compared these modes and found the advantages and disadvantages, then gave my comments as a conclusion at the end of this part. In the last part, with considering the advantages of the modes mentioned above, I tried propose some suggestions on improving the peasant-workers'enthusiasm on endowment insurance., based on the analysis and results of the model. For example, to improve the income of peasant-workers, to revise some concerned laws and implement these laws and policres effectively, to do more propaganda and education about the policies and acknowledge of endowment insurance, and so on.
