The Research Of Government Procurement System Promoting The Development Of Hi-tech Industry In China

With the development of economic globalization, international competition, which is mainly shown as the hi-tech competition, tend to be more intensive. The level of hi-tech development has been a key factor to measure the competence of a nation. Hi-tech industry has to be greatly developed for those nations who want to win in the competition. Nowadays, the hi-tech industry's development in China is still much lower than that of the western developed countries, so it' s urgent for China to take effective measures to protect the native hi-tech industry.Among the protection measures, the government procurement syetem is an effective one that has already been widely noticed and used in developed countries and achieved notable result. But in China, the promotion of government procurement system to the hi-tech industry hasn't been fully realized, and no detailed protection measure has been taken by the government, which leads to the insufficient protection to the native hi-tech industry. In one word, the lack of awareness of its importance and necessary protection measure has led to insufficient promotion to the hi-tech industry, which can be very harmful to the development of hi-tech industry in China. This article takes the government procurement system as the research object, and through pectination of theoretical fundamental, analysation of the promoting mechanism of the government procurement system and research of current problems, puts forward corresponding suggestions.This article starts with the fundamental theory, and by explaining the properties of the the hi-tech products such as the public, external and risk character and analyzing its mechanism of stimulating the hi-tech industry, points out its necessity and feasibility, and then points out that the government procurement system in China hasn't yet worked effectively by analyzing its current problems in promoting the development of hi-tech industry. After that, experiences in USA, EU and Japan are introduced. Finally, some suggestions, such as improving government procurement system, enlarging government procurement scale, using native protection policies, establishing hi-tech product procurement lists and special institutions, are put forward to solve those problems.Current theoretical research about promoting the hi-tech industry mainly concentrates on the conventional tax polices, such as finance investment, revenue privilege and finance allowance, but few involves the government procurement system. Only sparse points of view emerge in the articles about influence of the government procurement system to the hi-tech industry and simple introduction of experiences of the developed countries. This article starts from the basic theory, and by strictly defining the relevant concept, analyzing the mechanism of government procurement policy promoting the hi-tech industry, analyzing the current situation and putting forward corresponding suggestions, make the research more systematic and further, and meanwhile break through the current level of only simply introducing foreign experiences and proposing general policies. From point of reality, it has been a common sense that the hi-tech industry can promote economic development. Since the government procurement system is a very important tool to advance the hi-tech industry, it is quite realistic to research the government procurement system. I hope this article can be enlightening and suggesting for the policy-making institutions to improve the government procurement system to promote the development of hi-tech industry in China.
