Economic Stability And Its Evaluation Of Circular Economy Industry Chain

Circular Economy (CE, for short) is an activity following the ecological rule and according to the principle of "reducing, reusing and recycling". It can make use of resources effectively and reduce the discharge of waste with economic, technological and managing measures. With the lack of resource and energy, and the deterioration of environmental pollution increasingly, developing CE has become an urgent need of 21st century and the most important approach to put the sustainable strategy into practice. Establishing CE industry chain is an important composing part and implementary content of CE. The stable function of CE system depends on the stability of CE industry chain.Based on economics and value chain, the economic stability of CE industry chain is the persistent and effective increment capability during the process of CE industry chain. It is very important to grasp the intension and representation characteristics of economic stability of CE industry chain correctly and evaluate its economic stability. However, the present methodology study on economic stability of CE industry chain is still in development, and can not direct the practice.On the basis of concluding CE system, CE industry chain and their stabilities of the predecessors, the article studied the economic stability and its evaluation of CE industry chain by the numbers. Specific studies include:(1)Under the guidance of the theories of Economics, CE and Systems Engineering, comprehending the economic basis of CE thoroughly, applying the idea of industry chain and value chain to the research of CE industry chain and discussing the meaning, exhibition character and the influence factors of the economic stability of CE industry chain;(2)Designing the evaluating index system of CE industry chain with the application of Analytic Hierarchy Process(AHP), establishing the interrelated evaluating methods with the application of integrated exponent evaluation and distance function mode, and proposing the comparing mechanism of CE industry chain;(3)Applying the evaluation methods to two paper-making CE industry chains which had been chosen, comparing them after establishing the index system and choosing the evaluation methods, analyzing the influence factors and putting forward optimized measures to promote the economic stability of CE industry chain according to the results of evaluation.The paper enriched the theory of stability of CE, filled up the blank of the research field inside and outside the country, and consummated the theory system of CE. It also provided technologic sustainment and scientific guarantee to choose effective and stable CE industry chain for corporations and areas and make them gain most benefit through their industry chain. It also exerted the advantages and amend the disadvantages during the running of CE industry chain, which would realize the entire development of CE and guide the construction of CE industry chain.
