After China launched its open door policy, the living condition of the Chinese people has been greatly improved, which is represented on the promotion of food consumption. To build a well-off society in an all-round way is now the primary mission of the Party and the people. With the living standards and economic development, food safety has become one of the major requirements to achieve individual well-being. Food safety not only directly influences the health and living condition of Chinese people, but also affects the stability, economy, and the natural environment of the nation. In order to improve public health and the competitive edge of Chinese food on world market, it is of great importance to solve the problem of food safety through an effective way.Contemporary China is no longer haunted with the problem of quantity shortage in food production. However, with the accelerating speed of industrialization and economic globalization, the environmental pollution is turning more and more serious, which leads to the deterioration in the quality and safety of agricultural products. To strengthen food nutrition and safety is the goal of agribusiness companies.Vegetable is indispensable in the daily life of Chinese people. The promotion of living condition has brought about the increase of vegetable consumption. Consumers' needs and wants gradually shift from quantity to nutrition and health. Thus, the development of pollution-free vegetable, green vegetable and organic vegetable is not only necessary under national and worldwide situation, but also inevitable during social progress.Jiangsu province is one of the provinces in China to initiate pollution-free agricultural products. It enjoys a better basis and competitive advantage in developing pollution-free vegetables, and has the potential to obtain greater achievements. This thesis is based on the research of the situation and existing problems of world, national, and provincial development of pollution-free vegetable. Through questionnaire and data collection, the thesis is expected to propose reasonable advises for Jiangsu province concerning the technical choice and strategic formulation of developing pollution-free vegetable.Through research, the conclusions of the thesis are as follows: 1) There are 5 major factors that influence vegetable quality: seed, soil, farm chemical, fertilizer, and irrigation. For Jiangsu province, soil pollution, pesticide residue and the excessive use of inorganic fertilizer are the main factors in vegetable quality.2) The structure of vegetable price system points out that cost and circulation are the major elements in the formation of vegetable price, and that the latter element is controllable through corresponding policies.3) Researching of the remediation techniques for the polluted soil, the degradation techniques for the pesticide residue, scientific fertilization techniques, and development low-poisonous pesticide should be extended technical ways for Jiangsu province.4) Advises on policy formulation have also been given, including the establishment of reward and punish system, price policy and government subsidizing policy. Decreasing the market price of pollution-free vegetable through adopting corresponding measures to simplify the circulation link, it is believed, will be an important route to the further development of pollution-free vegetables.
