Being confronted with eco-environmental problems brought by social economic development and rapid urbanization, the solving of contradiction between the construction of ecological civilization and demand for social and economic development has become an important issue in today’s research on ecological problems. Evaluation of ecosystem service function value is a method to evaluate the value of land resource ecological service function, which is of great significance to guide the allocation of urban ecological land quantity and to measure the safety of urban ecological land.Xuzhou City is currently in the early stages of the industrial transformation, which includes the increasing scale of urban construction, much occupied ecological land and a large amount of coal mine subsidence which has yet to be restored. At present, Xuzhou City shows shrinking ecological space, fragmentary landscape structure, declining ecological service function value. Based on above ecological and environmental problems in Xuzhou City, this thesis provides the certain reference value for the overall urban planning, allocation of land use based on optimal allocation of land use, which will be guiding for the rational allocation of land resources in Xuzhou City.This paper collects the land use change survey data of Xuzhou City from 2009 to 2014. It has a comprehensive analysis of the structure changes and characteristics of land use within 6 years in Xuzhou, which includes the current situation of land use, spatial distribution, utilization degree and existing problems. The paper gets the conclusion that Xuzhou is confronted with ecological threats like rapid expansion of land use and serious ecological restoration for coal mine subsidence, highlighting the necessity of the rational allocation of land resources based on ecological service value function. Combined with the relevant research results at home and abroad, the construction of ecosystem service function value evaluation system and the calculation of ecosystem service value from 2009 to 2014 in Xuzhou City based on research on the ecosystem service value and optimal allocation of land use theory. Change trends in ecosystem service value from 2015 to 2020 in Xuzhou City will be forecast by means of Grey Model, moving average method and exponential smoothing method. It gets the conclusion that, seeing from existing land use structure and development mode, ecosystem services value will be smaller than the that of the current situation and decline year by year in the next 6 years in Xuzhou City.This paper builds model for optimal allocation of land use by grey linear programming. Taking the maximization of ecosystem services value as the optimization goal, program for optimal allocation of land use structure will be got by computer software like Lingo linear programming under the current characteristics of land resources use, social and economic development goals, the overall planning of land use policy, and demand for the land use of the construction of ecological civilization. What’s more, program for land use structure adjustment will also be got based on the ecosystem services value by comparing with the present ecological service value and future predicting ecological service value of land resources. Under the condition of meeting the demands of social and economic development, the ecological services value of land resources after allocation will be optimized and be superior to the current situation.Forecasting the services value of the land resources ecosystem will be conducive to the full play of the ecosystem services functions in Xuzhou City.Finally, this paper puts forward potential use directions and effective implementation measures aiming at structure adjustment of land use, which will be guiding and enlightening for future urban planning and land use planning in Xuzhou City.
