Study On The Exploiture Of Land Resources And The Policy Of Optimization Distribution In Yulin City Of Shaaxi Province

Yulin city is located in the north of shanxi province and the southern edge of Maowusu's desert, it has about land 43070km~2 which account for 20.9%. The north is an extensive and limitless and big sandstorm grass pool district, accounting for 42% of total land area; The south is a fragmented and disorganized loess plateau mound gutters area, the area occupies 58%. There is size 53 rivers flow into Yulin city. Yulin's Weather belongs to the warm temperate zone and the quarter in dry mainland in half in temperate zone breeze weather,the four seasons are clear, the day is worse big, having no frost period short, the average air temperature in year is 10℃, the average declining the water measures is about 400 millimeters and having no about 150 days of frost periods. The weather disaster is more, There is the drought, frost, rain-storm, strong wind, hail etc.the disaster of the different degree take place every year almostly, particularly with dry the hail endangers with the frost seriously.Although Yulin have enough land resource, the ecologicial condition is more weak.the unreasonable development of the resources will still cause serious ecological degradation, consequently accelerating human and natural conflict. And presently the coal, petroleum, salt etc. are confronted with mineral resources large-scale to mine now, the land resources development exploitation certanly will take place the enormous change, Therefore, it is very important to study the district to the area's land development and regional harmonious development .Based on the former research, the author did a system research on this area land of utilized condition according to the native and actual circumstance, Dividing this area into 4 big areas and reasonable reckoning the exploitation of the land in each area in future with scientific proceeding. The result is showed as follows:Fistly, the synthetical development of northern sand and energy sources and chemistry and industry and farming and forest and herding. It contains six countries as the north of Yulin, Yuyang, Shenmu, Hengshan, Jingbian, Dingbian, coveringan area of 16664hm~2, accounts for 38.69% of the total land area. In 2004 the kinds of the structure of using land is in field, garden plot woodland, grassland, residential area, industry and mine, traffic, water area, not utilizing, its ratio is 1: 0.02: 2.7: 2.3: 0.14: 0.03: 0.13: 0.54.The optimized structure is 1: 0.15: 3: 3.25: 0.55: 0.15: 0.18: 0.06.Secondly, the water and soil protection region of farming and herding and fruit and coal gas and salt in southern loess hill. It contains 5 countries in south which are Mizhi, Zizhou and Jiaxian, Wubu, Suide, Qingjian which along the west yellow river, administers 122 towns, the total land area is 1718 square kilometers, accounts for 39.8% of the whole city of land area. In 2004 the kinds of the structure of using land is infield , garden plot, woodland, grassland, residential area,industry and mine, traffic, water area, not utilizing, its ratio isl: 0.05, 0.47: 0.9: 0.08: 0.08: 0.03: 0.13. The optimized structure is 1: 0.4: 1: 2.8: 0.3: 0.07: 0.07: 0.09.Thirdly, the oil-gas and herding exploitation area in the southwest part of Yulin. It contains 30 towns the mountainous area in the north of Jingbian and Dingbian, the total land area is 6225.2hm~2, accounts for 14.45% the whole city of the land area. In 2004, the kinds of the structure of using land is infield,garden plot, woodland,grassland, residential area, industry and mine, traffic, water area, not utilizing, its ratio is 1: 0.02: 0.5: 1.6: 0.05: 0.02: 0.02: 0.006. The optimized structure is 1: 0.35: 1: 3.6: 0.14: 0.1: 0.35: 0.01.Forthly, the economic industry area of in west coast in yellow river in ground mound red date. It contains 6 countries in the west Yellow river of Shenmu, Fugu, Jiaxian, Suide, Wubu, Qingjian, administers 22 towns, the total area is 3000.95square kilometers, accounts for 7% the whole city of the land area. The optimized structure isl: 18: 2: 5: 0.5: 1.35: 0.96.At last, the papper give some suggestions for policies and mechanisms in Yulin continuable utilized land.
