Study On Improving Land Tickets Implementation Policies

The land tickets of C hongqing have played important roles in cultivated land conversation, city and countryside coordinated development, institutional reform of rural land, etc., after 7 years of reform. However, there are some problems in the operation of land tickets. According to the existing data, by the end of 2015, more than 70% of the land tickets come from the “wings” regions, while more than 96% of the land tickets being used in the “circle” regions. Land tickets trading volume(172.9 thousand mu) are much larger than the amount of land tickets which are used(116.5 thousand mu), which will bring some social instabilities. Based on these problems, this study aims to perfect land tickets implementation policies. To ensure the accuracy of this study, the author has read the class ical literature about the theories, policies and implementation of land tickets. This study chooses the goal- free evaluation model after comparing with different models, and builds the policy evaluation framework, which called the “Objective Assessment-Subject Analysis-System Improvement” policy evaluation framework. Research process and conclusions are as follows.First, this research builds the evaluation framework of land ticket implement after decomposing the targets of land ticket. According to compare and analysis the existing land ticket operating data, the research found the targets of land ticket policy, such as implement volume synchronizing with trading volume, fast turnaround, improving the quality of cultivated land and the balanced development of urban and rural areas, etc., are not fully realized.Next, this research analyzes the government, bidders, farmers and village collective interest demands and behavioral tendencies within the scope of the right. Because of these behavioral tendencies, led to insufficient amount of implementation votes, votes to slow turnover rate, negative of the developers, unbalanced regional development, quality arable land insecurity and other issues. After analysis, inadequate distribution of the main benefits, such as implementation land tickets insecurity, land tickets only giving the holder alternative right, land tickets implementation not taking into account the carrying capacity of land, etc., are the root cause of the appeal raised problems.Finally, based on the analysis of the text, in order to allocate the balance of interests as the starting point, to improve the land ticket implementation policies. By comparative analysis, this research has compared the use of land tickets in C hongqing with those in other cities. After evaluating the key of different use of land tickets, this research presents three improved ideas, such as implementation of the “used on both ends”, adopting the “with the tickets will be able to use”, and to use the existing method to perfect. The author recommends using the third idea in current stage, and proposed that an improving way to use land tickets need to improve the operational aspects.Because this paper has mentioned the suggestions for the land institutions several times, it is obvious that the land tickets institution can' t work in isolation. So the policy- makers must do a good job in land tickets institutions and the convergence of the land management institutions, such as the convergence of the land tickets and the urban and rural construction sites linking institutions etc.
