| Energy shortages have holding back China's economic and social development, which is an indisputable fact. Because of China's rapid development of the cause of building, building energy consumption in the proportion of energy consumption is increasing. In recent years, the housing system reform has greatly promoted the domestic industry and national economic development. With a large number of new buildings increased, especially the high-grade construction of public facilities, the growth of building energy consumption is rapid. Generally speaking, the China's Total Energy Consumption of Construction (TECC) increased year after year, the proportion of TECC to the total energy consumption has rose from 10 percent (the late 1970s) to more than 27.45 percent in recent years. Moreover, China's energy consumption per unit area heating is three times than the world average of it in the same climatic conditions. To compare with developed countries, the construction of China's steel consumption is higher 10 to 25 percent than developed countries', cement consumption per one cubic meter of concrete mixing is more 80 kg than developed countries', sanitary ware of the water consumption is more over 30 percent than the developed countries', but wastewater reuse Rate is only 25 percent of the developed countries.So, China promulgated a variety of Building Energy Saving laws and regulations and technical norms, in order to promote energy-saving building construction, reconstruct non energy-saving building and control the transformation of non energy-saving construction. However, the actual implementation of energy-saving buildings in China has yet to be enhanced.On the basis of the comprehensive analysis of domestic and international research literatures and preliminary studies, according to the characteristics of incentive itself, the paper analyzed the limitations of mandatory policy and elaborated the significance of the Economic Incentive Policy on Building Energy Saving. First, set forth briefly principle of the theory related to the economic incentives of building energy saving; through looking at the international economic incentive tools of buildings energy saving, bring up the new model about economic incentive policy system on buildings energy saving, and put forward a series of new ideas relate to principles of economic incentives policy on buildings energy saving. Second, from the perspective of government intervention, based on the systematic analysis for its feasible incentive policies, it was brought up that building energy saving should be based on the autonomy behavior and the induced behavior of building energy-saving of the main key to building energy-saving—the real estate developers. The autonomy behavior of the real estate developers building energy saving is the purpose of incentive policies under government intervention, and the induced behavior of the building energy-saving is environment variables to achieve the objective. Third, based on building energy conservation interests of participants, the government - Game developers introduced to incentive mechanisms is analyzed, aimed at giving a reference for the development and operation of economic incentive mechanism. Through a literature review and summary on those analyses of government-Game developers about energy-saving construction, the degree of incentives is explained and new ideas are brought up. The Game Model of Monitoring and enforcement departments-the real estate developers is established; and make recommendations for how to ensure the development of energy-saving construction and how to prevent the rent-seeking activities between implementation sectors and the real estate developers. Finally, in this paper, the pricing model of the Market Transaction on building energy saving is introduced, the transaction conditions of the main body in the market transactions are reflected , and some recommendations on building energy-saving economic incentive policy are made. |
