Research Of China’s Energy Saving Transaction Mechanism

This paper mainly discusses the energy saving trading mechanism. Firstly,introducing and summarizing the domestic and foreign research dynamic of the saving trading transaction mechanism. Secondly, discussing the foundation of this mechanism. The theoretical basises are Coase’s theory of property rights,environmental externality theory, tragedy of the Commons and marginal cost theory.Furthermor, the China’s realistic basis is the serious energy and environmental situation in China. Thirdly, establishing evolutionary game model based on evolutionary game theory to analysis the strategy choice and behavior tendency of government and energy saving responsibility subject. The result show that the energy saving trading mechanism is reasonable and the specific conditions of implementing this mechanism. Fourthly, establishing the energy saving trading incentive mechanism based on principal-agent theory to identify the incentive of government giving to energy saving responsibility subject. Fifthly, summarizing the practical experiences of Europe, America, Australia, India and thinking that China should refer to the relevant experiences of perfecting the law, designing the specific mechanism and establishing supporting system. Sixthly, on the basis of the discussion of the previous parts and combining practice, trying to design China’s energy saving transaction mechanism.The problems emphatically studied are energy saving goal’s formulation and distribution, energy saving’s measurement and audit, energy saving market and manner, price mechanism and so on. In addition, from the respects of law, market,organization and funds, giving advices to develop China’s energy saving transaction mechanism. Based on the above research, this paper draws a conclusion that the implementation of well-designed energy saving trading mechanism in China has necessity and rationality.
