Study On The Aurvival Protection Of Landless Peasants

Along with the growth of urbanization, China's land use scale is being expanded, the pace of it being accelerated simultaneously. But during this process some problems of land use system have come to light. The focus problem is: the land use system is not perfect, the landless peasants to the compensation standards are too low to effectively protect the survival right, the protection of placement system is not perfect.This passage is based on the study at home and abroad of protection to landless peasants survival right, with China's actual situation and agricultural land development should be defined in the land use compensation. We quantify the compensation for landless peasants by using utility theory . Quantitative standards, and proposed the establishment of landless peasants on the integrity of the social security mechanism. With a view to protecting the interests of landless peasants, the smooth progress of China's urbanization process.There are four following main research results:(1)We definite the concept of landless peasants and protection of survival right strictly on the basis of comparison and analysis the problem of land use, compensation to landless peasants at home and abroad, establish the survival protection utility model of landless peasants in Xi'an on the. principle of not lowering the standard of living, through market research, and utility theory.(2)The major shortcomings of the survival protection to the China's landless peasants is mainly because of the lack of land development rights concept in current land rights. We proposed that agricultural land development rights should be considered in land requisition compensation system to ensure the level of survival, do not reduce in the development of agricultural land and make land compensation for landless peasants play the role of long-term survival and protection. (3)We use the utility theory and receipts method to quantify agricultural land development rights through the game between government, land developers and farmers and the two conclusion above.(4)Establish a complete mechanism for protection of landless peasants. First the government should regulate its powers, improve the land requisition procedures, land requisition compensation mechanism and establish the landless peasants account. Second, establish and improve a social insurance system of pension Insurance and medical support of landless peasants The third area is to address the landless peasants difficult employment issues to maintain the landless peasants' long-term source of livelihood. Finally, we must promote the landless peasants of the people and solve their access to the city housing.
