On The Obstacle And Solution To The Problem Of Surplus Rural Labor Shift In Our Nation

The 17th Party Conference's reports pointed out: the problem in agriculture, countryside and peasants will effect the comprehensive construction of affluent society in general, so the solution to these problems should be taken as the most important emphasis throughout the party work. To form a new pattern of the integrated development of the economy and society both in city and countryside we should strengthen the agriculture basic position, taking the modernization path of Chinese characteristic, and establish a long effective system of using the industrial and urban development to promote the agriculture and rural economic boom as first important tasks, we should improve the infrastructural facilities and perfect the rural market and agriculture service system. Enhancing the support and favorable policy for agriculture, protecting the cultivated land strictly, enlarging the agriculture input, improving the technology and increasing the comprehensive productivity are ways to ensure the sufficient national food supply. Besides, to improve the agricultural products quality and safety we should strengthen the prevention and control of zoology and botany's epidemic disease. Take the farmers'income as the core, developing rural enterprise, strengthening country areas'economy in order to realize the multi-channel shift of surplus labors.Only when solve the problems of agriculture, countryside and peasants can we promote the economic development and the social progress as well as the national stability. Recently, the essence of these problems in our nation is based on the peasants'income. The increase of their income results the change of their work condition-the source of their income, that is, the rural labor probably shift from the traditional agriculture development to the modern economic development. Only then shift the surplus labor out of countryside can people increase the efficiency of agriculture production to realize moderate scale management, can enhance the ability of absorbing new modern technology realizing agriculture modernization truly. Therefore, the shift of surplus rural labor is a matter of national economic development importance.Our academic circles always focus on the ways to shift the surplus rural labor reasonably and sequentially. Therefore, this text takes it as topic. The first section looks back the course of the shift of surplus rural labor; the second one analyzes the obstacles of this shift from four aspects-demand obstacle, system barrier, principal sector barrier and essential factor barrier; the third part talks about the foreign measures to clear away these obstacles and reveals their experience and some enlightenment. In the last part I bring forward some ideas to shift the surplus labor in countryside sequentially. I hope that the study about the problem of surplus rural labor shift can supply some useful references for the practical action of the shift.
