Research On Planning Of Road Logistics Of Jiangxi Province

With its being on the rise and extension in China, the logistics industry has been hoisting its important role in promoting national economy. As known as "the third profit sources", the modern logistics has played it's unique charm and being favor of the whole world economic growth. In 2001, the six ministries and commissions of Chinese successively printed and distributed the first direction document—《Some ideas about accelerating the modern logistics in China》,which pushes development of modern logistics industry.At present, all parts of the country are actively exploring a development road of logistics, and the people's government of Jiangxi province successively appearedtwo documents-----《The notice on some ideas about accelerating modern logistics inJiangxi province》and《Some ideas about boosting the modern logistics developing in Jiangxi province》. These notices create a favorable policy environment, and boost the development of modern logistics of Jiangxi.Transportation is the core part of logisitics, and in the mode of it the road accomplishes seventy percents of logistics,, so road has become the main way of the logistics develop. Jiangxi province is located in central region, and road transport is the main mode of transport, so the road logistics plays a obvious role in entire modern logistics. At the same time, the high-speed economic growth more and more depends on logistics develop. Therefore, studies on road logistics plan will drive modern logistics of Jiangxi province to develop to a great extent, then promote the rapid and healthy economic development, which having an effect to guarantee the smooth implementation of the strategy.The paper firstly analyses present situation and developing trend of road logistics of Jiangxi province. Through analysis and comparison, we forecast several key indicators by Gray-predicting Method, Multiple regression model and radial basis function neural network. Then on this basis, we propose the objectives and layout plan of road logistics develop, and detailed study its infrastructural facilities plans, the logistics node plan and common platform of logistics information plan of Jiangxi province. Finally, it proposes some countermeasures of road logistics development plan from the level of government, universities and scientific research institutions, logistics enterprises according to the developing needs.
