Countermeasure Research Of Sustainable Development Of The Three Gorges Region

The Three Gorges region is situated in the throat area of the Yangtze River of the confluence of Midwest in China, and it's a sensitive ecological area which has an overall impact on natural and sustainable socio-economic development of our country. Its unique geographical location and current economic development decide that it is a complete and representative region for researching the sustainable development of ecological environment. This region, gathering some depressed counties with relatively centralized population, features undeveloped state in economic strength, industrial structure and economic benefits because of its fragility of original ecological and geological environment, a serious shortage of land resources, high population density, as well as the low level of socio-economic development. But because there is enormous recourse of hydro energy in this area, the magnificent cross-century Three Gorges Project is established in there which can bring great integrated efficiency. Although it brings development to some parts of economy of the Three Gorges region, with the completing of the dam, the raising of the water level and the implementing of the related regional economic and social policies, the Three Gorges Project and its related constructions will inevitably damage the ecological environment in the Three Gorges region and are at a cost of sacrificing some resources in the Three Gorges region. For example, the raising of the water level submerges a large number of land, forest and town so that aggravates contradictions between the human and the land and results in the migration and some counties removing from the Three Gorges region; the construction of the new houses and cities for the immigrants and the project of preventing against geological disasters damages the environment, increases the pressure of economic development in these areas and makes the Three Gorges region in the trouble of unsustainable development. How to realize the sustainable development of the Three Gorges region on the base of acquiring the project efficiency has become the key to the sustainable development after the completion of the Three Gorges Project .Selecting a reasonable developing model and promoting harmonious development of the economy, the society and the ecological environment in the Three Gorges region are urgent tasks we should face currently. This paper explores essential issues of the relationship between human and nature on the sustainable development of the Three Gorges region with a philosophical view, in other words, from the aspects of the world view, the value view and the theory of practice. Starting with delimiting the Three Gorges region boundaries, on the base of analyzing some factors, such as the advantages of natural resources, current situation of the Three Gorges region, the development opportunities and many challenges which we are confronting with, This paper points out the essential problem of damaged environment and unsustainable development, the relationship of human and nature, then reflects it, ultimately, and gives some countermeasures of how to achieve sustainable development of the Three Gorges region from epistemology and the view of practice. The full paper includes three parts:The first part defines the basic character and regional range of the Three Gorges region and analyzes the current situation and advantages of the Three Gorges region such as, water resources, mineral resources, land resources, tourism resources.The second part gives an analysis that the Three Gorges region has received some preferential treatments from our country's policies, such as the western development, the building of a new socialist countryside, immigration, poverty and other aspects. And this part analyzes some challenges which we faced currently, such as, pricking up contradictions between people and earth, reducing forest vegetation, soil erosion and strict geological disasters, abnormal climate, serious pollution to environment.The third part starts from the concept of sustainable development, pointing out that the essence of the ecological environment being damaged and the state of unsustainable development in the Three Gorges region is people's deviation of worldview, values and the value of ecology in epistemology area on the issue of the relationship between human and nature. The successfully sustainable development in the Three Gorges region must depend on changing basic views about the relationship between human and nature, thought ways and the life style of people. It needs us to establish correct worldview and values by the point of view of epistemology, and to use the thought of realizing the harmonious development amongst human, nature and social to guide our practice in the aspects of practice theory.
