The Research Of Difficulties And Countermeasures On Tibetan Supportive Work For The Poverty And Development

Poverty as one of the famous"three P"problems has long become the focus of the global concern all over the world have tried their best to lift out of poverty. Despite they achieved some achievements, but poverty is not eliminated which is like a ghost going here and there in the development countries , at the same time poverty is also like the biggest tumor which is grown in the human society. The poverty will have many problems that affect social stability and national security. Therefore the rapid and effective migration and the gradual elimination of the poverty which is widespread in the agricultural and pastoral areas of Tibet is the challenge of developing economic and society, it is also the major strategic issues which must be resolved. In a sense, Tibetan helping the poor work's success is relative directly to the prestige of the communist party of china, Tibetan stability, the consolidation of the border areas and the national security. In this paper, the writer used the theory of the development economics, the regional economics and the public administration according to the current Tibetan helping the poor work. The writer studied Tibetan helping the poor work's outstanding difficulty in order to find suitable solution. The full text is divided into four chapters:Chapter 1 is the introduction, the main topic is on the purpose and the significance of the paper, the literature review of the world's helping the poor work, the definition of the poverty concept which was divided into absolute poverty and relative poverty, the determination of the poverty line and poverty measurement, the definition of helping the poor work.The second chapter introduced the current status of Tibet, the Tibetan poor people and town's number and distribution, the history of carrying out helping the poor work, the achievement of the helping the poor work, the current Tibetan helping the poor work's guiding ideology, principles, objectives and tasks.Chapter 3 studied the difficulties of Tibetan helping the poor work from both subjective and objective sides. Some factors bring big challenge for Tibetan helping the poor work, these factors including: the concept of the living environment, production, cultural qualities, the natural environment, economic development, infrastructure, helping the poor work policies and so on.Chapter 4 discussed the solution of the poverty situation of Tibetan. The writer suggested that the government should pay more attention to the following work: such as developing education, developing the labor economy, increase the poor income, strengthening the management of helping poverty funds, and so on.
