A Study On The Government Management Innovation Of Suzhou Industrial Park

Suzhou Industrial Park is an important cooperation project between China andSingapore, creating a new economic and technological cooperation form of Sino—foreign countries. During the past 14 years, Suzhou Industrial Park absorbed theadvanced public management experience from Singapore Government actively toachieve the economic and social development. At the same time, it has created a"smallgovernment—big society"mode and a streamlined, clean and efficient governmentinstitutions.Take the Suzhou Industrial Park Administrative Committee's government managementinnovation as the study, I analyzed the overall context of innovation from three levels:world, China and Suzhou Industrial Park. The article maintained that the managementinnovation is a worldwide trend of the general government reform, an inevitable resultof the socialist market economic system and an objective requirements of the SuzhouIndustrial Park.The management innovation of Suzhou Industrial Park including the specificcontent of four levels: Theoretical level, institutional level, personnel level and operationallevel. At the theoretical level, SIPAC has achieved three changes: from control thinkingto service thinking, from rule by man to rule by law, from the things—oriented to thepeople—oriented.
