| Infrastructure is a solid foundation for the development of urban and rural eco nomy,society and ecological civilization,a space bridge for the free circulation of various resources,and an important guarantee for the implementation of Rural Revit alization Strategy and agricultural modernization.Under the new situation of urban-r ural integration development,this paper discusses the related issues of urban-rural i nfrastructure construction integration,which is of positive significance for realizing t he coordinated development of urban-rural integration and improving the overall livi ng standards of urban and rural residents.Based on the definition of World Development Report 1994 of the World Bank,this paper divides infrastructure into social infrastructure and economic infrastructur e,the former involves medical,educational,cultural,environmental and welfare secu rity,and the latter includes transportation,drainage,energy and telecommunications i nfrastructure.The existing data analysis shows that although the rural infrastructure construction in China has achieved rapid development in the period of 2006-2012,t he gap between urban and rural infrastructure is still very large,so the integration of urban and rural infrastructure is particularly urgent and important.Based on the above analysis results,the status quo of urban-rural infrastructure integration in Suzhou Industrial Park is further investigated and analyzed.Suzhou I ndustrial Park was established in February 1994 with the approval of the State Cou ncil.Its administrative divisions include the Sino-Singapore Cooperation Zone and it s surrounding four townships.After 25 years of development and construction,Suzh ou Industrial Park has developed from an early demonstration industrial new area to a high-level comprehensive park.The results show that the integrated development of Sino-Singapore Cooperation Zone and surrounding towns has obvious regional c haracteristics,which are mainly manifested in the consistency of regional division a nd administrative division,the radiation of Sino-Singapore Cooperation Core Zone t o surrounding towns,the basic development of surrounding towns to the park,and the tradition of the development of surrounding towns themselves.The analysis of infrastructure allocation shows that the economic and social inf rastructure construction of Suzhou Industrial Park has made brilliant achievements,a nd its superior infrastructure is not limited to Sino-Singapore cooperation area,but also benefits four surrounding townships,which shows the integration characteristics of urban and rural infrastructure construction.In the practice of further promoting the integration of urban and rural infrastructure,Suzhou Industrial Park also needs t o break the dual structure of urban and rural areas,integrate Sino-Singapore Cooper ation Zone and four townships into a unified planning system,and firmly promote the integration of urban and rural infrastructure in accordance with the requirements of high standards,full coverage and integration.This paper also analyses the problems and causes of the integration of urban a nd rural infrastructure construction in Suzhou Industrial Park.On this basis,the pap er puts forward targeted policy recommendations,such as the need for forward-look ing institutional design,the need to build a sustainable financing mechanism,moder n and efficient management system,practical incentive mechanism,the need to intro duce professional management agencies,promote close cooperation between the gov ernment and departments,in order to ensure the smooth progress of urban and rura 1 regional infrastructure integration.Based on the survey results of infrastructure integration construction in Suzhou Industrial Park,this paper hopes to provide useful experience and lessons for the development and construction of various parks in China and the integration develop ment of surrounding areas,and provide valuable reference for the policy adjustment of urban and rural infrastructure construction in China. |
