Whether an enterprise can survive or not mainly depends on the quality. Currently, competition of feed products in the market primarily focuses on the quality, price, service, brand and the quality is the core element. While the control on the quality during the process of producing feed plays a critical role in stabilizing feed products quality,improving food security in the community and providing qualified products. The hygiene and safety of feeds are the most important aspects in the quality control because it is not only related to the health of human, the development of feed industry, earning foreign exchange through export and foreign trade, but also related to the stabilities of society and political situation.HACCP is preventive system of quality security and management control which is internationally agreed to ensure the quality of foods. The system emphasizes the priority of prevention, transfers the focus of product quality management from the traditional way in which the safeties of products were determined by the checking on the final products to the factors of production management, determines the links and critical control points where the problem of food safety is likely to happen through the hazard analysis on the raw materials, processing, packaging, storage, sale and consumption, sets up some steps corresponding to critical control points, eliminates the unqualified products in the process of producing, reduces the quantities of products which were discarded or refused at the end of producing line and minimizes the risks of producing and selling unsafe products. With the development and perfection of HACCP system, it has become the most effective and advanced way to ensure food and feed safety in the world.JiLin LiuHe Feed Company prepared sufficient works according to the theories of HACCP: set up and carried out basic management system; made the HACCP plan; described the products and sale mode; determined the anticipated purpose of products and their users; established and validated flow diagram of feed processing.Secondly, Liuhe feed company analyzed the problems appeared in every operational link of process of producing feed, found out 15 critical control points which influenced feed quality (receiving, storing, transporting, cleaning and crushing of raw material, deposition, transportation, cleaning , crushing, preparing, mixing, adding of liquid, pelleting, drying and cooling, storing of products, distributing of products, designing of formula, checking of products, delivering and lifting of raw material feeding); constituted the limit of critical control points (requirements or standards); set up the monitoring procedures,correcting measures,systems of recording and preserving files,validating and auditing procedures, preliminarily established the quality management system of HACCP. According to the analyses above, the key work of LiuHe feed company, that is the critical control points of HACCP, was made clear.After determining 15 critical control points, Jilin LiuHe Company and HACCP team made the hazard analyses on these critical control points above one by one with the way of decision tree. Finally they confirmed that there were five critical control points needed to be solved at present which had the most serious harm to feed products safety and affected human and animal's health. They are: checking and accepting of raw material; designing and inputting of formula; adding of material; mixing; pelleting. In light of the critical control points above, 5 HACCP schedules which prescribed critical limit, monitoring method, correcting measures, validating method and related records were designed to direct practical production and make it more standardization. At the same time, it ensured to control the quality of feed products in the procedure,increased the level of the quality control in feed stuff enterprises and ensured the safety and high efficiency of feed products.
