Research On Strategies For The Protecting And Utilization Of Cultivated Land Resources In Jilin Province

The reduction of the cultivated land and the irrational strategies for the protection and utilization of the cultivated land resoures have restricted the output of agriculture products and the overall development of economy in Jilin province. In this paper ,the author states the singnificance about the reasonable utilization and conservation of cultivated land resouses of our province in all aspects such as the cultivated land resources,the contradiction between the supply and demand of land,the decline of soil productivity caused by water losses and soil erosion ,the serious pollution of soil ,the decrease of the quality of ecological environment and so on. In combination with the reality of the development of the social economy in our province and the constructional goal of turning Jinlin province into an ecological city. the author also explores the major problems which are existing in the conservation and utilization of cultivated land resources in our province to put forward proposals about the strategies, the policy ensurence ,planning and economic measuresfor the conservation and utilization of the cultivated land resources to provide the scientific basis for the resolutions and strategies of the conservation and utilization of the cultivated land resources, to make a good foundation for the sustainable development of economy in JiLin provinces . 1.The cultivated land areas in Jinlin province were reduced by 285,000 square hectares from 1900 to 2000,180,000 aquare hectares from 2000 to 2004,and 30,000 square hectares from 2005 to 2006.The decreasing tendency is under control.But the lost is mainly high-quality cultivated land,especially,the areas of black earth were reduced by 39,500 square hectares.The per person's cultivated land is 3.04 chinese acres which is below 3.75 chinese acres,the world average level.The occupation of the high–quality land and the disadvantage of productive techniques cause the agricultural production to be inefficient.Therefore,the protection of cultivated land is the key ,which is good for the constructional goal of turning JinLin province into an ecological city and the rational utilization of land resources.however.70% reserve resources are located in the western part of China where most of land is saline-alkali soil.2.Accord to Jinlin province's situations and insisting on the for sustainable development strategies, utilizing the suitable theory,the system theory, the ecology economy coordination theory and so on to promote the work of land arrangement and reclamation and make sure that we can realize the dynamic equilibrium goal of the cultivated landl in JiLin province..3.To take the ecology utilization and protection, exert the superiority of the region comparison,focus on the quality and quantity of cultivated land and pay equal attention to the dynamic equilibrium and the principal of relatively stable development, emphasize the land management with the introduction of society surveillance and the perfect judical mechanism.we should establish the centralized and unified land management system and dynamic monitor system of the cultivated land protection.4.We should bring the land function into play by the means of the overall plan and macroeconomic regulation and control, control the scale of using the cultivated land in cities,strengthen the protection of the black earth resources in the songliao Plian,deal with the propblem of water lossess and soil erosion, suitably construct the forest uncultivated land ecosystem in the dene land,stress on the irrigation and water conservation conveyance system and construction in salt alkaliod,establish the economic restriction mechanism for protecting cultivated land and the assignment mechanism which land participates in the market disposition.5.We should carry out the land market management and establish the land supervision and management system,and we should pay much more attention to the reuse of non-agriculture land .At the sametime,we also establish cultibated land protection and punishment system, solve the problems about the utilization and protection of cultivated land and develop the non-cultivated agviculture.
