Baotou City Regional Differentiation Of Cultivated Land Resources Protection

With the rapid development of Chinese economy and the Sustained implementation of the western development strategy, industrialization and urbanization led to a sharp increase of construction land demand in Baotou City. At the same time, the transfer of agricultural land for construction makes the arable land resources have a relative scarcity year by year, and aggravate the contradiction between supply and demand of land resources, and also result that the protection of cultivated land is growing pressure. In order to solve the "dilemma" situation—protect arable land resources by the local government and ensure the positive development of demand for land, on the basis of summarizing the agricultural land protection experience of the developed countries, and combined with China’s national conditions and land use status in Baotou City, and taking documentary research, comparative study, data analysis combined way, this paper studies the regionally differentiated protection mechanisms of arable land resources between the Former Mountain areas, Mountain areas, the Back Mountain areas and Grassland areas in Baotou City in depth. This paper presents the corresponding solutions to the existing problems in the protection of arable land resources in Baotou City:1、 About the Former Mountain areas, this paper presents three protection mechanisms:(1)Establish and improve the Reward and Punishment Mechanism of the economical and intensive land;(2) Establish and improve the day-to-day management mechanism of the basic farmland protection;(3) Establish and improve the strict control mechanism where quality farmland was occupied by construction land.2、 About the Mountain areas, this paper presents three protection mechanisms:(1)Establish and improve the strengthening mechanism of the comprehensive land management;(2) Establish and improve the strict control mechanism of the cultivated soil erosion;(3) Establish and improve the Combined mechanism of the land remediation and disaster-prevention.3、 About the Back Mountain areas, this paper presents three protection mechanisms:(1) Establish and improve the mechanism of putting into the guide of low-yielding farmland and co-ordination;(2) Establish and improve the management and protection mechanism of the arable land quantity and quality;(3) Establish and improve the co-responsibility mechanism of farmland protection.4、 About Grassland areas, this paper presents three protection mechanisms:(1)Establish and improve the economic compensation mechanism that the desertification of arable land cropland to grassland;(2) Establish and improve the coordinated development mechanism with protecting grassland resources and ensuring food security;(3) Establish and improve the farmland protection mechanisms with harmonious development of the grassland ecological environment. With the proposed arable land resources protection mechanisms, this paper can provide a theoretical basis and experiences reference for farmland protection policy introduced in Baotou City, even Inner Mongolia Autonomous Region. Moreover, this paper has the important significance on exploring the establishment of basic farmland protection system and improving farmland protection mechanism.
