Industrial ecosystem is a pattern for promoting the industrial system and upgrading the industrial structure in an industrial system. It is very suitable for development of the industrial ecosystem in an island because of its small size, weak ecological carrying capacity and the shortage in resources and energy reserves. Zhoushan is a city, which is located in the Zhoushan Archipelago, and there is a plan made by Zhoushan Government, to build Zhoushan as a "Marine Garden". Based on the relevant theory and the research results regarding industrial ecosystem at home and abroad, it is analyzed the ecological carrying capacity for developing industrial ecosystem concretely in this paper, through analysis of the existing economic and ecological status in Zhoushan.Based on the data in Statistical Yearbooks in last decades, it is analyzed the Ecological Footprint from 1997 to 2006, by applying Ecological Footprint Analysis. The results show that: the ecological footprint demand per capita had been rising from 1997 to 2006; the ecological deficits had been growing constantly; the ecological footprint per unit GDP had been shrinking. It betrays that the development ability had been improved continuously; however, the current development pattern is unsustainable.The samples from 1992 to 2006 are analyzed by using Emergy, and the 1992, 1999, 2006 sample are chosen as representatives for Emergy data, then, the Emergy indicators are classified into Natural Subsystem, Economical Subsystem and Social Subsystem, with totally 11 indicators. The results show that Zhoushan City has low Emergy self-sufficiency ratio, high burden on the environment and low Emergy/money ratio on the contrary. It indicates that energy consumed in Zhoushan mainly relies on importation, and Zhoushan is under strong environmental pressure. The energy that economic growth relies is getting lower, while the development ability for energy use is improving.Finally, based on the analysis of ecological carrying capacity in Zhoushan, SWOT analysis is made for developing industrial ecosystem. Combined with the objective of "Marine Garden" brought up by Zhoushan government, several countermeasures and suggestions are put forward.
