In February, 2008, the national official authorization implements "Guangxi Pan-Beibu gulf economic zone Development project" , symbolizes the Guangxi Pan-Beibu gulf economic zone development rise for the national strategy. The industry gives priority to development is the Guangxi Gulf of Tonkin economic zone key point and essential. In recent years, port industrial cluster is a new phenomenon of regional economies development in Southeast coast, which depends on the harbor superiority. The development of port industry is successful experience in many overseas port cities. Port industrial agglomeration enhances the region competitive power, overall economic strength, and so on. Port industry economy which leads the regional economies fast development becomes the important growth extremely. It has the huge promotion effect to the regional economies' development.This paper used the idea of industrial clusters in Guangxi Pan-Beibu Gulf port industries such a specific type of special economic areas, have a certain novelty, the focus is the development of Guangxi port Industrial Cluster the feasibility of forming mechanism and the model Construction. This paper introduces concept, theory of domestic and foreign port industrial cluster, uses SWOT to discusses Guangxi to develop port industrial cluster's feasibility, and port industrial cluster's formation mechanism from the organization system theory Supplemented by domestic and foreign ports Industrial Cluster Development Model., constructs port industrial cluster model with industrial chain, and uses them to analysis Guangxi's region port industrial cluster. At last, this paper proposes some port industrial clusters' ponder of exploration.
