Study On The Reconstruction And Optimizing Of The Humanity Driving Forces For Enterprise Cluster Development In Guangxi Beibu Gulf Economic Zone

Human factor, as inner impetus of regional economic development, plays an important role in driving the growth and development of enterprises cluster. In Jan.2008, the State Council approved the Beibu Gulf Economic Zone(Guangxi) Development Scheme, and proposed to construct Modern Industrial System in Beibu Gulf Economic Zone, which has a strong competitiveness with distinctive features, and the clusters developing and coordinating and supporting with each other. Because the industry basis is weak and the economic development lags behind, it’s obviously a great challenge for Beibu Gulf Economic Zone to implement the construction Modern Industrial System. In coming years, for one thing, the government plans to strongly push forward industrial development and determine to construct enterprises cluster in Beibu Gulf Economic Zone; for another, human environment, as an important source for the enterprises cluster, is far from satisfying the need of enterprises cluster development. Recently, with the government’s strong propulsion, several large industry projects have begun to be laid out. However, the supporting firms and both upstream and downstream enterprises have not made rapid development as expected, resulted in the situation that one tree alone can’t be forest. And the important reason for that is the development of enterprises cluster lack the strong driving from human factor and entrepreneurial spirit, awareness of starting up and innovation is weak, the environment for commercial credit is not perfect enough, and the progress of private enterprise is short of internal driving force. In order to realize the Beibu Gulf Economic Zone’s growth and sustainable development, it is necessary to rebuild human driving forces to construct a favourable human environment for enterprises cluster development.This paper firstly construct a framework model "four humanity factors" in driving the enterprise clusters growth, makes the analysis of mechanism of humanity factor in driving the the growth of enterprise cluster and provides cases for argumentation. After that, the study provides analysises and evaluations on the hamanity environment of Guangxi Beibu Gulf Economic Zone, the findings can be summarized as follows:in this area, the growth of entrepreneurship is instability but the overall trend is up. There are positive factors in the innovation in this area, however, the innovation level is low, the condition of financial supportive environment is weak, innovation and entrepreneurial will is not strong. The overall situation of business trust is favorable, however, the traditional trust model is still leading the role, the construction of government credibility, the social credit system and the legal environment lags behind. As to social justice, there are imbalances exist in the eduational right, income distribution and procedural justice.At last, this study proposes the suggestions to the reconstruction and optimization of humanity driving factors in Beibu Gulf Zone enterprise development:firstly, in the respect of cultivation of entrepreneurship, the government should transform its function, from economic manager to the social servant, build and perfect the market system, encourage the development of the industry organizations and intermediate organizations based on marked operation, respect and protect any citizens and enterprises’lawful operation and the innovation practices, reconstruct the social value system and cultivate the commercial culture. Secondly, in the respect of entrepreneurship cultivation, the government should construct a social and culture environment to encourage innovation, entrepreneurial and tolerate the fail. The market should be opened to promote the closely integration of production, study and research.Thirdly, in the respect of commercial trust system cultivation, the government should build a sound legal system to promote the evolution of institutional trust from individual trust, the whole society advocates the integrity based moral values, and accelerate the construct of public credit system, enlarge the social division of labor in public domain and the social institution take charge part of the public affairs. Fourthly, in the respect of reconstruction of social fair environment, government should advocate and push forward the social justice and fair idea, reform household registration system, accelerate the perfection of social security system, provide justice distribution mechanism, eliminate the industrial monopolies, enforce the monopoly enterprises’ shareholding reform, formulate laws and regulations to encourage and introduce orderly competition, enforce the supervise on special industry and consummate revenue manipulation measures.
