| Xi' an Qujiang New District is esteblished in 1996, and entered its grand-scaled construction in July, 2002. These years, the new district, insists the strategic requirement of "Develop a strong-economic city, to be the best of west China" , under the developing mission of "Internationalization, marketization, ecologicalization and culture-orientated". Focusing upon tourism and relying upon the principles of high starting point, high standard and high quality, it has developed a number of cultural, recreational, knowledgeable and experiencing integrated cultural tourism projects, and strived to create the most attractive tourist destinations for domestic and international tourists.However, during the development course of Qujiang New District (QND), the existing governmental management modes cannot further promote the rapid development of QND; from business process, the improvement of QND's business process will play significant roles in boosting its rapid and healthy development; tourism economy is QND's goal, but now it is shortage of studies on development strategies, and lacks of practical and guiding development strategies.In order to resolve the above problems, this paper firstly reviews the presentation and development of foreign urban management concept, expounds urban management concept of new public services, and also systematically sorts out the studies on domestically urban management. According to QND's development history and current situation, it identifies QND's future development orientation. According to present situation and orientation of Qujiang, it sets out the corresponding management strategies from governmental management mode, management process, and the development of tourist industry. Finally, it discusses the challenges of QND's development upon urban management theory. Through the studies, we have drawn the following conclusions:1) In order to resolve the problems in administration system, and in light of its feature of creating the district with tourism and the goal of building the new international tourism city with beautiful environment, QND may implement the independent district management system of "closed-end management and open-end operations".2) Carry out BPR (Business Process Reengineering); set up standardized operating systems such as budgetary control system, cost control system, QC and security system, audit and supervision system, project management and document management system; achieve programmed and standardized management, and strengthen the overall control.3) Set out the strategies for developing tourism resources, such as correlated development, diversified investment, network-based regional tourism products, and technology-based management.4) QND's development poses challenges for urban operating theory from urban operators, cluster development, process reengineering, and institutional innovation. |
