21th century is the century of economic globalization , economical information and science and technology. The enterprises also realize increasingly that the human resource is the key and strategic resource in their development and competition.And performance management is the key part of the human resource management. Building up the scientific and the performance management system, and making the effective ways and skills of performance management can improve the effective, provide the information of performance and ablitity more comprehensive and objective, as well as provide the evident for the employment, training, arrangement and salary management, to encourage the employees'innovative capability and passion.Basing on introduce the theory, ways and skills of performance management, this article explains the process and each part of performance management systemly. Then it analyzes the performance management of middle managers in WISCO, and offer the improved suggestion. I hope this research can provide some advices for the development of the performance management of the state-owned enterprise in our country and do the same to other companies. The contents are as follows:Chapter one introduces the background of this research and the meaning for selecting this title. Then briefly introduces the theory and practice of internal and external, and development trend, and then proposed the research purpose of this text on this basis.Chapter two introduces the basic theories, ways and skills of performance management, then explains the process and each part.Chapter three analyzes the real example of the middle managers performance management system in Wuhan Iron and Steel Corporation, and raises the problems existed in it, then propose improving the measure.
