With the advent of knowledge economy, the first issue that modern enterprise faced has notonly been capital, technology but also the competition of human resources. In the slump ofoperating environment, W Iron and Steel Enterprise is facing more grim challenge. Middlemanagers are a crucial part in the human resources structure of W Iron and Steel Enterprise.They undertake the formulation and implementation of its production targets and promote theimplement of production index. A set of effective payment system can make middle managerswork actively and create more value. So it is the most important thing to set up a scientific andreasonable salary system for them.In this thesis, the payment system theory is introduced which lays the theoretical foundationfor the next step. Then the thesis researches and analyses the situation of payment system ofmiddle managers of W Iron and Steel Enterprise and sums up the problems and causes. Last onthe basis of job evaluation it designs a new payment system for middle managers. Comparedwith the old system, the new system has the fallowing advantage: Firstly it supplements award oftenure which highlights the long-term payment incentive; Secondly it expands the welfaresection which strengthens incentive effect of welfare salary; Thirdly it combine the payment andperformance closely which realizes the internal fairness.The new payment system of middle managers combines the payment and individualperformance closely. This payment system effectively solves the problem of existing paymentsystem. On the basis of a fair and accurate performance management, we can widen thedifferences of income among middle managers. This can be very good to mobilize theirenthusiasm for work and promote the further development of enterprises.
