Clusters or industry agglomerations are commonplace in economic system. Such is the case to human capital (HC) at the aspects of regions and industries. Though it takes various shapes with different ranges in different ages, industry agglomeration is a remarkably shared feature of national and regional economy and even the urban economy. Furthermore, it is quite reasonable to argue that agglomeration dominates the HC distribution of the present world. Under this background, with Fujian province as its subject and on the basis of HC theory, Agglomeration Economic theory and Industrial Economy theory, this paper researches the HC agglomeration phenomenon by employing various means comprehensively.The research consists of four parts.The first part contains the first two chapters, with the focus on the background theories and researching methods. Chapter I is about the present researches home and abroad with a brief comments . Then it gives an introduction of the significance, methods, basic frame and contents of the research. Chapter II is on the relevant theories of agglomeration economy . The second part contains chapter III and IV. Chapter III analyses development situation , existing problems and effects of industry clusters in Fujian province. Chapter IV analyses in theory characters and motivating mechanisms of HC agglomeration as well as the effects it causes in economy , society , knowledge and technology. The third part includes chapter V, with a focus on the general ,regional and industry character of HC agglomeration by means of empirical analysis on HC agglomeration in Fujian province . In addition, it formulates HC Geographic Gini Coefficient and HC Herfindahl Index to measure HC agglomeration situation, and formulates HC Agglomeration Production Function for Quantitative Research. The fourth part is composed of chapter VI , probing into means and ways for the development of HC agglomeration project in Fujian province.Conclusions:Firstly, HC agglomeration bears characters of independent industry, diversified structures, complicated systems, cumulative causation and life cycle, and effects of Motivate Effect, Polarization Effect, Spillovers Effect and Crowding EffectSecondly, character of production factors serves as the intrinsic cause of HC agglomeration, maximum utility the motive force, division of labor the external factor, bi-status the inexhaustible motive force and external economy the important element.Thirdly, the HC agglomeration state is either primary or advanced. The primary hinders economic development while the advanced would promote overall property of economy and society. The constraint of traditional agriculture to HC is primitive agglomeration of low level. With the evolution of society, HC agglomeration will no doubt progress into the advanced state from the primary state.Fourthly, there is a great space of upgrading for overall technical grade of HC agglomeration in Fujian province. The rural labor is the main factor contributing to the spread of HC agglomeration in Fujian province. As the destinations of the most majority of HC in Fujian province, those cities as Fuzhou, Xiamen and Quanzhou are areas of highly dense HC, which tends to intensify. However, the tendency is weakened in cities as Ningde and Sanming. Xiamen city presents the highest quality and level of HC agglomeration in Fujian province. With a relative low level of agglomeration, Quanzhou city owns no apparent advantage over other cities. What's worse, the agglomeration there showed sign of weakening in 2004, along with Ningde and Zhangzhou. From 2001 to 2006, Fujian HC has been consistently gathering in the coastal areas, forming a long and narrow parallelogram-like region.Fifthly, from 1988 and 2006, Fujian HC agglomeration showed shifts from agriculture, forestry, animal husbandry and fishery to manufacturing, from First industry to Secondary industry and Tertiary industry. In 2006, HC in first industry agglomerated most in Fuzhou and Xiamen, secondary in Xiamen, Fuzhou and Quanzhou, tertiary in Fuzhou and Xiamen.Finally, since 1996 Fujian HC boasts of much higher HC agglomeration than the national average in terms of industry. In the period of 1985-2006, with economic development and readjustment of industrial structure, there was a process of agglomerating, separating and re-agglomerating in the distribution of Fujian industries. Development of Fujian economy enables the spread of HC from the first industry to the secondary and tertiary industry and forcefully helps the agglomeration there rather than in the inefficient first industry.
