Calculation Of Employment Elasticity Of Anhui Province And Research On Policy Of Expanding Employment

It has been witnessed a golden period of rapid growth in Anhui Province since the year of 1990, But its GDP Employment Elasticity failed to achieve a simultaneous increase.Some employment-related industries have declined the capacity to absorb new labour force in varying degrees. In fact,the registered urban unemployment rate is rising year by year, which reached to 4.4% in 2006. Anhui Province is facing an enormous employment pressure .Therefore, how to improve the employment rate, and maintain the employment flexibility at a reasonable level, is a great challenge for "The Rise of Anhui".In this paper, firstly ,the author analyzes present situation of economical development and employment of Anhui and we analyze and forecast future situation of employment of Anhui. By analyzing and forecasting population status,The level of urbanization,The quality of the laborers,employment structure and The future supply of labor of Anhui, we put forwards employment elasticity and provided jobs that are needed to achieve full employment, and we have provided direction to expand employment.Then, we calculate and analyze employment elasticity of Anhui.By analyzing employmen elasticity of GDP,Industry and Service, we poing out that the reasons for the decline in employment elasticity of Anhui Province.Finally, we give a series of policy proposals to raise the employment elasticity by referencing experience of foreign development countries and comparing employment structure of internal developed provinces.
