Industry Changes Law In Employment Elasticity Of Employment And Employ Promote To Policy Research

Employment has become the key points of concerned all the world. How to make the achievement of full employment has become the primary macro-economic policies for all the Governments. China's economy is undergoing a transformation and upgrading of the depth of the adjustment period, adjustment of industrial employment in the context of the employment problem still has its particularity. Employment is the people's fundamental, related to the vital interests of the people, related to overall situation of the reform, development, stability , related to the comprehensive construction of the grand goal of a well-off society. Exploring discipline between the industrial structure and employment structure, and on this basis to develop correct and effective employment policies has become the most pressing issues for the industry overcome the current global economic crisis, an effective solution to the problem of employment and increase income of urban and rural residents.Based on the analysis of the evolution for the industrial structure and employment structure, and further divided into industry-standard of the primary industry, secondary industry, tertiary industry ,based on a comparative analysis for the date of the industries value-added and quantity of employment on the years 1990-2007, use of theoretical research and empirical research method, the introduction of industrial employment elasticity model, so as to arrive the China's industrial employment elasticity of the objective law: Employment capacity of agriculture has been basically saturated, industry employment elasticity coefficient was negative direction; agricultural employment elasticity of industry trends and changes in the tertiary industry trend of employment elasticity was negatively correlated; the secondary industry GDP growth and changes has low correlation with the employment structure;the establishment and improvement of market economic system can promote effective the employment elasticity of industrial growth; economic development and technological advances increased capital deepening trend of the secondary industry, the main industry in the convergence of industries with low employment elasticity; labor-intensive industries are not fully constrained the development of the second industry, the improvement of industrial employment elasticity; the tertiary industry continued to maintain a high employment elasticity of the industry, increasing employment is the main force; low labor skill requirements, low pay payment system, the tertiary industry has become the transfer of rural labor force to attract major industries; greatly enhance the economic development of the private tertiary sector has been the industry employment elasticity; the emergence and development of new industries of the tertiary industry to raise industrial employment elasticity.On the basis of our current employment policies of the industry analysis and research, the article put forward to solve the problem of effective measures and policy recommendations: agriculture and its potential for mining through the development of the rural economy to digest the surplus labor force; Insist on a new road to industrialization, focus on the development of circular economy; To develop labor-intensive industries and small and medium-sized enterprises; Accelerate the development of tertiary-industries, solving social employment pressure.
