The Research Of Industry Structure Adjustment Effect Employment Structure In Shan Dong Province

Industry Structure Adjustment is the necessary of economic development, and the alteration of industry structure could conduce the change of employment structure and employment increase. In another words, industry structure determine the adaptive of employment structure. However, the change of employment structure could deviate the alteration of industry structure in some situation, which may result in the lag of employment conversion and the block of employment increase. It is a realism issue to investigate the alteration relationship between industry structure and employment structure, discover the suitable employment structure to adapt the industry structure.Shan dong province has more than ninety million population, which has rich labour force. Moreover, the supply of labour force exceeds its demand, which is the high pressure for the employment. Along with the economic development, industry structure and employment structure will definitely make some adjustment, which affect the employment greatly. Focus on this realism problem, this paper chose the correlational data of economic variable from 1980 to 2006, adopted the quantitative analysis and qualitative analysis methods to investigate the change and the relationship between the industry structure and employment structure. Of course, this paper also discovered the problems and contributed the solutions for the two factors.This paper had four main parts. The first part reviewed the concepts and theories of industry structure and employment structure. The second part analysed the movement and existent problems between industry structure and employment structure from 1980 to 2006, and compare them from portrait to landscape orientation. The third part is the keystone of this paper. It investigated the relationship between industry structure and employment structure from five factors. They are relativity, labour productivity, employment elasticity, industry expand elasticity and industry structure departure. Furthermore, the paper deduced the conclusion as follows: the industry structure and employment structure has correlation relationship; the labour productivity provides the power for the transfer of work force, and the industry expansibility elasticity provides the direction for the transfer of work force; employment elasticity explains the increase GDP in different industries affect the increase employment differently in Shan Dong Province; industry structure departure testifies the dissimilarity between industry structure and employment structure in their development, that is, the employment structure is behind the industry structure development in Shan Dong. Finally, based on the third part, this paper discussed how to optimize policies according to the existent problems between industry structure and employment structure in Shan Dong Province.
