Project management has been widely used in various fields, the technical transformation project of power supply company should be managed in accordance with the theory of project management.The author analyzed the main problems of the management of technical transformation projects, summarized the major influencing factors of the technical transformation projects in the paper. According to the theories and methods of project management related, it was suggested that controlling measures and methods of technical transformation projects' core management field, such as the progress management, cost management, and multi-project management, the author studied and established the performance evaluation system of technical transformation projects .The main contents are as follows:(1) Through analysis of life-cycle of the technical transformation projects, summarized the main features in implementation of the technical transformation projects, the features are included: wide equipment scope, multiple target and excessive management level .The main reasons which effected the technical transformation projects were the electric grid and power equipments, The main factors of grid were the small time window, high security risk, complex external environment. The primary factors which influence progress are lack of systemic method, the impeded information communication, resources conflicts, security and risk influence, control of purchase and construction quality. But cost estimating, budget management, change control, purchase of equipments and materials and so on are the major factors which effected cost.(2) According to the analysis of the technical transformation projects, The author proposed the management measures. To control the progress, implementing four levels of management plan, the network-based planning techniques were used. The security, risk, quality, communications of project were controlled. Changing the work logical relation and reducing duration time were adopted to optimize the progress.(3) To control cost, performance and value coordinated were considered in design stage. Changes must be verified and audited; Adopted centralization construction to reduce the operating charges; Budget should be completed at first; Establishment of the exterior compensation standard mechanism. To solve the conflicts of multi-project management, different organizational structure should be used in different stages of progress; the author studied the management flows of technical transformation project and implemented coordination management.(4) The performance evaluation system and operational procedures were found, the indexes including the finance, the progress, the qualitative index and the security achievement, to evaluate the investment finished rate, cost control ability, project finished rate, project quality, security incident control and so on.
