The management of quality, progress and cost control is the comprehensive work in the project The project management which with management object for the construction project ,with the central for project manager responsibility system and with the contract for basis ,according to the inherent law of construction projectto get the best economic benefit. The main contains of management object are the three controls-the management of quality, progress and cost control, two managements-contract safety management and a coordination-.organization coordination. Among them, the three controls is the most important In this paper, the three controls are applied in the xihe waterpower station second interception.The key water conservancy project of xihe waterpower station second interception is an important project of hanjiang waterpower stave utilization and the xihe waterpower station. It is the precondition of the electric condition accomplished in time. Whether will we accomplish this project on time under the condition that the project quality is guaranteed and the fund budget is not surpassed . This question has an important sense to promote economy of south shanxi even for the whole province.This paper indicates the main problem through the present condition analyses of the project quality control ,progress control and cost control of xihe waterpower station second interception. This paper discusses the related theories and the laws and regulations of quality control ,and applicated those theories into xihe waterpower station second interception All the methods assure the quality of this project. And on the basis of all of above, the paper analysis the project ,draws up the network plan (CPM/PERT), carries out the time optimum, time-cost optimum and time-resource optimum and formulate the project progress plan with the time coordinate of all kinds of optimism. This paper indicates the direct cost and indirect cost in the cost control and the two aspects applied into the project equipments. The effect is evident.
