| Under the background of electric power market reform, the essence of competition between power supply companies is increasing.The essence of the competition is economic benefits.The development of the enterprise is closely related to the economic benefits.The power company production technical transformation can improve the operation efficiency of equipment and the power supply safety and stability.China’s social consumption continues to increase, users need stable and safe power supply.The quality of power supply decides the development of the company.In order to enhance the competitiveness of enterprises and realize power supply security, stability and intellectualization at the same time improve the security and reliability of the power grid the large scale technical transformation is carried out annually. After the project running for a period of time to carry out the post evaluation of production technical renovation actively can helps to summarize experience and lessons.It can also improve the scientific decision-making level,input out put ratio and efficiency level of the project.Post evaluation theory has gradually developed in China,the application of post evaluation scale is also widely, but the research on the technical transformation project of power supply company is less.There is not have a common standards.This paper mainly based on the post evaluation and production technical method,through the post evaluation of the technical transformation project to explore a set of indicators and evaluation method for the the of technical transformation project which can provide a reference for the similar project.Through analyzing the characteristics of production technical transformation projects,the project is divided into four aspects to evaluation: the evaluation of set up the project,the evaluation of the project implement process,the evaluation of benefit and effect,the evaluation of sustainability.The paper establishes the evaluation indicators of four aspects and illustrates the calculation and assessment criteria of indicators.Indicator system is use the entropy weight method to give the weight.The post evaluation model of technical transformation project is established by using the method of fuzzy comprehensive evaluation.Finally the validity of the model is verified by the case of a power supply company.Combined with the power supply company annual production technical situation,the evaluation index and evaluation mode is established.The result of fuzzy comprehensive evaluation model shows that the technical transformation project is in good condition.But it needs to be improved in financial planning, equipment bidding and equipment qualitymanagement.This paper constructs the universally applicable post evaluation index system and evaluation model for technical transformation project, it provides reference of post evaluation for technical transformation project. |
