In recent years, the million tons death rate in China's coal mine goes down year by year, but it is still high compareing with other countries in the world. The situation of safety production status is grim. There may be many reasons for that, for example, the safety investment is relative less than the other countries, and the level of safety investment decision-making is still in the initial stage, and so on. In view of the above problem, this paper analyzes the connotation of safety investment. Conjunction with the input-output method, the concept of safety investment decision-making is proposed based on the input-output model.In order to establish the input-output model scientificly, first of all, this paper discusses how to design the input-output tables, and points that security is semi-public product. The safety input-output table of coal mine is fromed based on the characteristics of national value input-output tables, safety production input-output tables and enterprises input-output tables.Secondly, qualitatively analyze the composition of the safety input-output table, and discusse the selection of parameters in the table.Thirdly, according to the safety input-output tables, this paper calculates four consuming coefficients and establishes the safety input-output mathematical model.Fourthly, this paper establishes the safety investment decision-making model to analyze the safety investment decision-making. Based on DEA model, this paper discusses how to determine the size of the total investment in safety, and how to adjust the structure of safety investment in order to achieve high output. And then, analyze the influencing factors of safety investment decision-making.Fifthly, take a coal mine in Shaanxi Province as an example. The model calculation process completely realizes in the Matlab software. The results of analysis show that the safety production level in this enterprise is well, but it still need to increase investment in safety. The safety investment in the future should focus on the day-to-day safety management.At last, give some suggestions based on the results. This paper provides a new analytical perspective for safety investment decision-making form the view of safety input-output analysis. It optimizes the structure of safety investment, and makes the decision-making of safety investment scientificly in coal mine, providing reference for the safety management and decision-making.
