The proportion of agriculture, light industry and heavy industry is the contrast of industrial and agricultural output value, investment, labor force, or the growth rate of three. Unless handle the agriculture relationship between the severity of the three, was able to balance the interests of all parties on the basis of industrial development path towards a healthy pace.Agriculture, light industry and heavy industry is the community's three basic material production sectors. Agriculture is not only the foundation of China's national economy, but also social development. Light industry mainly refers to the processing industry, its products are mainly used to supply the market, protect the people's needs. Heavy industry is the basic technology and equipment sector of economic construction and national defense building, it undertakes the equipment national economic departments and the important task of national defense construction. Relations between the proportion directly related to social reproduction and circulation of the total process and the functioning of the national economy. A reasonable level of farmers, is to co-ordinate arrangements for nationals of production, life and the basic building material basis. Otherwise, the national economy will bring about very serious consequences.Marxist classical writers have a lot of brilliant expositions about the severity of the agricultural relationship, Marx divided social production of capital goods into the I production and II consumption of information, and information that only the first category production of capital goods and the two major category of capital goods required for balance; the first category of production and consumption of information required for the two major category of consumer information on balance, be carried out smoothly and reproduction to expand production. Lenin had pointed out that the fastest-growing manufacturing production is the production of capital goods, followed by the manufacturing production of consumer information on production, the slowest is the production of consumer information. However in the Soviet Union's economic development process of practice, as one-sided emphasis on the development of heavy industry, agriculture was even sacrificed to the development of industries, leading to economic development and industrialization road defeat. After new China was founded, the Chinese Communist Party will put forward China's traditional agricultural country into a new type of industrial countries, and take the road of industrialization development objectives. So the level of agricultural development ratio is a very important issue. In the second half of the 1950s, on this issue, our general experience of learning to the Soviet Union, focusing on the construction of heavy industry; to the Soviet Union a lesson, with Chinese characteristics level of agricultural development model; a deviation from this imbalance in relations between the severity of farmland -threes stage of development, which has accumulated rich experiences, and reflected in the first, second five-year plans. As the building in which the environment changes, the first two five-year plans have different features, and the panned establishment(the severity of the impact of agriculture), level of investment in capital construction of farmland, agriculture, industry's position in the national economy, industry and agriculture GDP and GDP index has a clear contrast. Since reform and opening up, C.C.P and State leaders recognized the importance of agriculture to the national economic impact, and clearly put forth China now has entered a period of industry nurturing agriculture. Only in this way can we maintain our high-speed road to industrialization, and steady development.
