In recent years, with the rapid development of society, the role of R&D projects is becoming increasingly important, and many enterprises invested a lot of human resources and material resources into the R&D projects. Sometimes, despite enterprises invested a lot of resources and the efficiency of R&D projects have not improved. This is because of the majority of R & D projects in a dynamic multi-project environment. In that environment, the resources of those projects were shared by Multi-R&D projects and resource conflicts exist between projects, therefore, the resources of project have not been effective allocation. As a new project management techniques, Critical Chain method can effective in shortening the implementation time of project and effectively ease the conflict and uncertainty. Therefore, this article will introduce Critical Chain method to dynamic multi-project management. Through created a dynamic multi-project model and applied of Critical Chain method to plan projects and optimize resources allocation.Through analysis the environment of R&D projects, this paper have a Conclusion that the R&D projects is in a dynamic environment and the processes of have uncertainty. Then, this article established a dynamic multi-project management model and introduced the detailed algorithm of model. Finally, the algorithm was applied to specific projects case, and use a simulation technology to simulate the results of case algorithm. Through this study, the method of determining the size of the buffer zone was further improved, and the dynamic multi-project resource allocation process was described through the case.
