| Bio-gas project is one of the four major regenerative energy sources that China is making great efforts to expand the relative production projects. Large and medium-sized bio-gas projects can cooperate with the intensive breed aquatics projects. The prospective of the both is positive. In recent years, as the promoting of the bio-gas projects, how to measure the actual effectiveness of these projects appears to be particularly critical. But, the researches of comprehensive assessment of these projects are comparatively few, and just focus on individual evaluation on different aspects, lacking an overall evaluation system on project benefits.This thesis focus on a comprehensive assessment system of technical economics on large and medium-sized bio-gas projects according to the characters of the projects by applying project evaluation methods. The major parts of this paper are as follows:1. Providing an overall analysis of the characteristics of benefit of large and medium-sized bio-gas projects to show that economics, environment, and society will benefit from these projects.2. Use the on-the-spot survey, expert consultation, analytical hierarchy process, data envelopment analysis and fuzzy comprehensive evaluation method to exclude other influences, choosing evaluation index and making definition of index quantitative criterion to build up a comprehensive assessment index system mainly on economical, environmental, and social benefit.3. Using Fuzzy level comprehensive evaluation method, establish large and medium-sized bio-gas engineering cost-effective comprehensive evaluation model, and in accordance with fuzzy AHP design of the main ideas to the questionnaire. Compare the index of same classes with each other by Delphi Method and construct a judgment matrix. Solute the eigenvector and eigenvalue of the judgment matrix to define the separate index weightiness and check the coincidence of evaluation index judgment matrix to build up the comprehensive assessment index system based on DEA, AHP and FCE methods.4. Collecting data from 4 bio-gas projects in Beijing rural areas to check the scientificalness, objectivity and feasibility of the evaluation index system and overall evaluation method, it shows that the evaluation system is scientific and reliable and has certain innovation and utilization value. |
