At present, there are still some further jobs to do with the index systems and methods of the water conservancy construction project later-Evaluations in Zhejiang, e.g. the localization of contents, mathod of evaluation is not scientific, the index systems are not concrete. These are not in accordance with the investing situation, the economy development and the harmonious society being built. Furhermore, the water conservancy construction project fund is a part of agriculture supporting fond, and the state council recommends making an effect evaluation for agriculture fund again and again. The People's government of Zhejiang provice published a notice about effect evaluation of agriculture fund. So it is necessary to establish the index system and method of the water conservancy construction project later-Evaluation to evaluate summarize and instruct the water conservancy construction project now and then.Firstly, the thesis introduces the definition, feather, function and the content of project later-Evaluation and the difference between the project former- Evaluation and later-Evaluation. Then it introduces the recent studies about project later-Evaluation both in and out of the country. In the international part, introduces the trend of the project later-Evaluation and the theory study. In the domestic part, there are some studies from three aspects: the studies of the index system of the project later-Evaluation, the studies of the contents of the project later-Evaluation and the studies of the methods of the project later-Evaluation. At the end this part, I will introduce the concerned definition of the water conservancy construction project later-Evaluation and Statistics the studies of the water conservancy construction project later-Evaluation basis on the database of CNKI, and also, comments on the situation of the domestic studies and put the idea of the my study.Secondly, based on the feathers of the water conservancy construction project and the contents of the project later-Evaluation, we can discuss it from four ways: process, economy, influence and continuity. The paper analyzes and interprets the every content in details.
