| Shoe-making industry is the largest traditional industries in Wenzhou, also it is one of the four main export pillar industries. Now Wenzhou has more than 4300 shoe factories, the employees in Wenzhou shoe industry have reached 400,000. The number of shoe factories whose output value surpassing thirteen million US Dollar reach 30. And Wenzhou account for more than 70% top 30 shoe factories in China. Also it has formed a complete industrial chain. While, through the development of Wenzhou shoe cluster, it exists the following problems, such as imperfection of Innovation Network, insufficient capability of technical innovation, lack of external links etc. All these problems restrain the upgrading and development of the Wenzhou shoe cluster.This paper based on the industrial cluster theory and the development of the local industrial clusters theory, focused on the current status of Wenzhou shoe cluster, particularly the threat and weakness. As follow the paper pointed out the motives for upgrading of Wenzhou shoe cluster. Then through three levels (enterprise level, internal cluster level, external cluster level), it put forward the suggestions for upgrading of Wenzhou shoe cluster. Finally, it concluded the conclusions of this paper.In the empirical study part, first in enterprises level, take the successful development of KANGNAI group as an example to explain the importance of technical innovation for enterprises and clusters. Through technical innovation, KANGNAI group developed from a small family workshop to an international enterprise. also its products additional value become higher and higher. Second, in cluster level, it take the successful development of Brazil Sinos valley shoe cluster as an example, to explain that it is very important to make good use of different governance between different markets. That is to say value chain governance has very important signification for promoting the cluster's product upgrading, process upgrading and function upgrading. |
