Under the background of the economic globalization, the local industrial cluster, taking the network organization of the industry as one of the characteristics, successfully deduced a new pattern of the district economic development. Global Value Chain is a novel theory with which we can fully resurvey the globally economic structure and development to analyze global industry relations and industry updating issues by combining two visual angles of microcosmic and macrocosmic. The theory provides us with a system platform onto which we can resurvey the competitive ability and the improved method of the industry.This thesis is based on the global value chain theory, bringing Zhejiang Wenzhou shoes industry cluster which is the typical local industry cluster into its analytical frame, having distinguished the driving force, scerned its governor and varied patterns of government. On one hand, the thesis nails down Zhejiang Wenzhoushoes industry cluster's location in the global value chain—at the bottom of theshoes' value manufacture process, having brought forward that the enterprises should choose the appropriate upgrading pattern depending on their own characteristics, at the same time, the guild and local government ought to take part in actively, thus trying to create, keep and capture value in the global value chain together; On the other hand it attempts to analyze the possible ways for accelerating the upgrading of local traditional industry cluster under on the view of global industry.The thesis is divided into seven chapters.
