In the New Economy, the research of the competencies model of managers on the relationship between performance and people's internal quality factors is deepened increasing. However, major research is concentrated on the behavior and the skill, and the research exploring the relationship between managers competence and impelling personality is concentrated on the stage of descriptive research. As an important factor of impelling personality, emotional inteligence is the ability of the reining emotion and its relative psychology and behaviors.This study, just by searching for the excellent managers' characteristic feature on the emotional inteligence and competence ,seeks the relation between emotional inteligence and competence and performance of excellent managers. Then, the study explore the model of managers' competenc basing with emotional inteligence by seeking the effective way of emotional inteligence and competenc and achievements.The following is our main findings:I. There is obvious difference between performance dimension degree structure of excellent managers and common managers in seizing opprotunites, contacting, strategic capacity , emotional, pressure managements and so on .II. As competence and achievements's return model, there is no return model of emotional inteligence and achievements.III. The managers competence is divided into two phase: competitive competence and executive competence. Manager's executive competence significantly impacts competitive competence positively.and emotional inteligence significantly impacts manager's competitive competence and executive competence positively.IV. Competitive competence and executive competence have significant positive correlation with job performance, but emotional inteligence does not have significant positive correlation to job performance. The relationship between manager's emotional inteligence and job performance is also partly mediatedcompetence.
